Residential flats and retail buildings in the centre have successfully been converted from utilizing an oil or electricity boiler to the district heating scheme. It has been an on-going process in Kristianstad since the1980’s to connect buildings to the DH system. Today major parts of the city are served by DH and new areas are continually added. District heating is one of the most cost efficient ways to heat buildings in Sweden and causes a minimum of GHG emissions. The Region's centre is the city of Visby, Gotland is the largest Swedish Island, located in the Baltic Sea . The number of permanent residents inVIsby is 58,600, while during summer the population on Gotland peaks at 120,000. Around 27,000 people are in employment on Gotland. The labor market has improved for an extended period of time, unemployment has decreased. Business owners have confidence in the future. Growing industries include those related to construction and private services (e.g. retail and various business services). Public services such as health care, medical care and education are also expected to grow. The only city on the island, Visby, located on the west coast is home for 24,330 residents. (Statistics per Dec 31, 2017)Visby inner city is a medieval town with many of its original elements well preserved. A 3,440-meter-long wall surrounds the inner city, "the best-preserved curtain wall in all of Northern Europe". The narrow alleys in the old town are lined with historical buildings and church ruins, reminding of Visby's great Hanseatic period during the 13th century. Over the whole island the historical markers are common, over 90 medieval churches amongst the most visible. Around 38% of Gotland’s population lives in rural areas, which is significantly over the national average of 13%. Around 70% of Gotland’s surface area is used for agriculture and forestry. Organic farming accounts for just over 19% of farmland.ENERGY AND RESEstablishing a climate-neutral energy supply for Gotland is a goal that everyone can get behind. Biofuels from the forest form the basis for heating – with well over 500 GWh a year. Biogas, for use both by industry and transportation, is developing positively and local production is increasing. Every year wind power generates just around 450 GWh of electricity, which corresponds to around 50% of the island’s electricity consumption. Solar power is developing quickly. Connected output increased by over 50% in 2016, and 2017 corresponds to a pair of newly built wind power plant.The share of renewable and recycled energy in Region Gotland’s premises is 99%. Greenhouse gas emissions deriving from the transport sector are more difficult to remedy. Of the island’s approximately 35,000 cars, only 5.5% can be operated on alternative fuels, including electricity. Consequently, Region Gotland aims to serve as a role model by making its transportation more environmentally friendly. The car fleet operated by the Region includes over 50 % biogas cars. Both passenger cars and a large number of heavy vehicles, such as city buses and refuse collection vehicles are being replaced by biogas alternatives. In 2016, the combined share of renewable fuels in public transport was 21%. The island also attracts energy intensive cement and lime stone industries. Both the industrial energy supply and the carbon emissions from burning limestone are challenges to be addressed.WATERGotland is very dependent on groundwater for its water supply. This is also true for all of the properties that have individual water sources. Groundwater reservoirs over the past few years have not filled to the same high degree as previously, and the levels are very low. At the same time that initiatives to save water are ongoing, the first major brackish water treatment plant was inaugurated in 2016, in Herrvik, which is located on the eastern part of Gotland. Using membrane technology, up to 900 m³ of drinking water is produced every day with raw water from the Baltic.
