Está conformado por 9 atolones y grandes extensiones de aguas oceánicas que ocupan un área aproximada de 300.000 km², pero sólo cerca del 5% son plataformas insulares y 57 km2 corresponden a tierras permanentes emergidas. El territorio terrestre y marítimo que conforma el Archipiélago de San Andrés, Providencia y Santa Catalina fue reconocido como la Reserva de Biosfera Seaflower por la UNESCO en el año 2000. Las tres islas principales: San Andrés, Providencia y Santa Catalina, son las únicas habitadas, con una población nativa y residente multicultural y un creciente turismo tanto de nacionales como extranjeros. Por estar localizado en la zona intertropical, el archipiélago está situado en una zona endémica para diferentes enfermedades transmitidas por vectores, así como dentro del cinturón de huracanes del Caribe presentando altas temperaturas que registran un promedio anual de 27,4°C. Las dinámicas socioeconómicas del archipiélago han conducido a un desarrollo desequilibrado que profundiza problemas como la sobrepoblación, por ende insuficiencia y baja calidad de los servicios públicos (agua, alcantarillado, transporte, residuos sólidos y líquidos), la sobreexplotación de los recursos naturales y la contaminación ambiental; asi mismo el deterioro de ecosistemas marino-costeros, explotación desmesurada y sin control de los recursos naturales renovables y no renovables; pérdida de biodiversidad; alta vulnerabilidad frente al cambio climático. Por la condición geográfica de la isla y sus particularidades físicas, sociales , y ambientales asi como su condición de insularidad se considera altamente vulnerable frente al cambio climático, lo cual radica en la no adaptación a los efectos adversos asociados a fenómenos extremos, afectando recursos como la tierra y el agua con repercusiones en la agricultura, la disponibilidad de agua potable, así como la ocurrencia de los fenómenos de sequía y altas temperaturas afectar la pesca por el deterioro de los corales y pastos marinos.
