The approach to land use planning and town planning in this plan takes into account the analysis of the effects of climate change on the specificities of the municipal territory. Through the defined strategy, the territorial organization model and its regulatory and operational application, the Municipal Master Plan also allows optimizing adaptation responses, avoiding forms of land use, occupation and transformation that accentuate the exposure to the most significant impacts, taking advantage of the conditions of each site to provide more sustainable solutions (in particular through measures to promote soil permeability, setting urban parameters, which limit soil sealing.) In order to evaluate GHG emissions in Reykjavík, a decision was made to utilise the guidelines provided by the Intergovernmental Panel on Climate Change (IPCC) and in the previous assessments of GHG the guidelines of IPCC have also been used. It It is assumed that the emission values are zero for hydropower and geothermal energy and reference is made to the Covenant of Mayors (CoM).The total area of the municipality of Reykjavik is 278 km2. About 40,5% are mountains and hills beyond 200 m above sea level, 37,7 % is agricultural land and other open areas and approximately 20,7 % is built-up area (urban and suburban areas). The old city is located on a peninsula with suburban areas stretching towards the eastern highlands. Current built-up area is within defined growth boundaries (51,8 km2) and the Green scarf, a recreation and forestry zone that connects 6 municipalities in the capital area.
