Por tal motivo, es importante iniciar una transición a energías limpias que puedan ser utilizadas en los edificios.Así mismo, se llevó a cabo un análisis de los instrumentos rectores de los municipios del AMG en materia de cambio climático, los Programas Municipales de Cambio Climático (PMCC), con la finalidad de encontrar sinergias en los objetivos de reducción y mitigación en el Sector de Energía, como también, en las acciones que se enmarcan en dicho instrumento o fuera de él, referentes a eficiencia energética. Cabe señalar que 5 de los 9 municipios, ya cuentan con su programa (Guadalajara, Ixtlahuacán de los Membrillos, Juanacatlán, Tlaquepaque y Zapopan); 2 más, se encuentran en proceso de elaboración (Tonalá y Tlajomulco); y solo 2, no cuentan con este ( El Salto y Zapotlanejo).Algunas de las acciones con mayor relevancia que se pudieron identificar son las siguientes:• Cambio de luminarias a LED.• Aire acondicionado eficiente en edificios públicos, viviendas y establecimientos comerciales.• Eficiencia energética en consumo de energía residencial y construcción o adaptación bioclimática en edificios.• Programa de edificios y espacios públicos energía cero.• Código de eficiencia energética.• Compra de energías limpias.• Generación de energías renovables (paneles fotovoltaicos).• Sustitución del parque vehicular del gobierno a autos eléctricos.• Calentadores solares.Por consiguiente, a pesar de que los municipios actualmente se encuentras desarrollando acciones específicas en materia de generación y eficiencia energética, no se cuenta con un estudio técnico (diagnóstico) para el establecimiento de una línea base y análisis de la factibilidad de intervención.La implementación de un diagnostico en edificios públicos resulta de alta importancia; constituyéndose como elemento prioritario para todos los municipios que forman parte del AMG, implementar acciones de generación y eficiencia energética para la reducción de las Emisiones de Gases de Efecto Invernadero con base en un diagnostico técnico, en el cual se expresen: metas de reducción de CO2e; la visualización de los costos; y una priorización de las acciones a realizar de acuerdo a su factibilidad. ObjetivoElaborar un análisis y diagnóstico de la demanda energética que tienen los edificios gubernamentales del AMG, en sus instalaciones y equipos. Con base en ello, proponer soluciones para conseguir una disminución, tanto en el consumo energético, como en el gasto económico, derivado de una mejora en la gestión y eficiencia energética, así como de la aplicación de tecnologías más eficientes sin reducir el confort energético.Algunas áreas de oportunidad• Por la gran capacidad que tiene la Zona Metropolitana, en cuanto a generación de energía eléctrica a través de energía solar, se propone la posibilidad de incorporar la generación de energía limpia por medio de paneles fotovoltaicos, lo cual se traducirá en una mayor autonomía energética, así como una disminución en las erogaciones destinadas al pago de los recibos de CFE. La propuesta sobre el remanente de esta operación, el ahorro, va en función de la conformación un Fondo Metropolitano que pueda designar ese recurso para la replicación del mismo proyecto u otros de cambio climático. • Establecer la viabilidad para la sustitución de vehículos de combustión a vehículos híbridos y eléctricos para la disminución de GEI, sumándose a la transición energética. • Socializar el tema con la Agencia Estatal de Energía del Estado. | 24/06/2020 05:30:36 | |||
