On-road emissions were calculated by taking the estimated VMT per day, which were based on average annual daily traffic counts from the Utah Department of Transportation, and then multiplying that number by a factor for the Park City population (based on portion of Utah population living in Park City). Summit County Engineering’s model assumes that 18% of Park City VMT is from visitors to the area. Vehicle type and fuel use distributions are based on the ICLEI 2012 Community Protocol Appendix D.Fuel efficiencies were taken from the U.S. EPA’s State Inventory Tool. We assumed that gasoline contains 10% ethanol and that diesel contains 0% biodiesel based on general industry assumptions. Vehicle type distribution was taken from the default values provided in the 2012 ICLEI community protocol Appendix D. Fuel usage was calculated by dividing total VMT by fuel efficiency and then multiplied by the assumed distribution of each vehicle type. Data for public transit came from Park City and Summit County Short Range Transit Development Plan and the School Bus Consultants Park City Preliminary Findings Presentation. Public transit service miles (i.e., transit VMT) and passenger boardings were provided in various reports published by the transit providers. Public transit fuel consumption was calculated by dividing the number of service miles driven by the transit fleets (including school buses) by an assumed fuel efficiency of various bus types (public transit, paratransit, and school buses). Assumed efficiencies were taken from the U.S. EIA. It is assumed that school buses run on diesel; other transit operators provided the mix of diesel and biodiesel service miles. Municipal city fleet data was taken from the 2016 municipal inventory.07/16/2021 01:47:15

This includes metropolitan areas, combined authorities, and 5 American regional councils, which are: Chicago Metropolitan Mayors Caucus; Denver Regional Council of Governments; Metropolitan Council, Twin Cities; Metropolitan Washington Council of Governments; and Mid-America Regional Council.
