Assim, neste capítulo aborda-se o uso do solo, quer a nível da exploração económica quer pelas infraestruturas existentes, dado que pelas suas características construtivas e/ou pela sua localização os edifícios e infraestruturas podem apresentar vulnerabilidades às mudanças climáticas, tais como, baixa resistência a tempestades, suscetibilidade a inundações, risco de deslizamentos de terra, entre outros. É desta forma prioritário assegurar a resiliência das instalações e infraestruturas do concelho, quer pelo seu papel essencial no funcionamento da sociedade e economia, quer pelo elevado custo de (re)construção. Ao nível dos impactos potenciais das alterações climáticas sobre as áreas florestais e espaços verdes destacam-se, essencialmente, as alterações à produtividade e serviços ambientais8 e distribuição geográfica das espécies florestais – incluindo aumento da desertificação –, o aumento dos riscos de incêndios florestais e da suscetibilidade a agentes bióticos (espécies invasoras, pragas e doenças).População - Com as alterações climáticas são expectáveis eventos com impacte significativo na qualidade de vida e saúde da população, quer ao nível da ocorrência de eventos climáticos extremos quer ao nível de alterações graduais das condições de vida e das características do território. As características da população tais como a idade, a saúde, a fisiologia, as condições de vida, entre outros, são fatores que condicionam a vulnerabilidade da população face às alterações climáticas e a sua capacidade de adaptação.Parque edificado - A identificação e caracterização do parque edificado constitui uma ferramenta importante na análise de risco e vulnerabilidade às alterações climáticas. Os edifícios mais antigos tendem a ter menor potencial de adaptação aos efeitos das alterações climáticas. Foi analisado o parque edificado de Águeda e calculada a taxa de alojamentos construídos antes do ano de 1960. Considerando as técnicas e materiais de construção utilizados no período até 1960, estes edifícios podem considerar-se pouco adaptados a eventuais impactes das alterações climáticas, apresentando maior complexidade a sua eventual restruturação/adaptação. Deste modo, uma maior taxa de edifícios/alojamentos anteriores a 1960 numa freguesia constitui risco acrescido e aumenta a vulnerabilidade do parque edificado.Abastecimento energético - A análise da segurança do abastecimento energético apresenta particular relevância num contexto de adaptação às alterações climáticas quer pelo expectável aumento do nível das necessidades de energia associadas à manutenção do conforto térmico, quer pelo impacto das alterações climáticas ao nível dos sistemas de produção de eletricidade, em particular na eventual alteração do potencial de produção de energia a partir de fontes renováveis mais suscetíveis a variações do clima.07/16/2021 01:47:15
