The City has a mayor and 15 councilmembers. Each councilmember represents a Council District composed of several communities. Each district contains approximately 250,000 people. L.A. is located within the County of Los Angeles and is the largest city in the county. L.A. County is the largest county in the state of California. It has an area of 4,752 square miles (12,308 km²) with a population of 10,241,335 (2016). About 40% of all containerized goods entering the U.S. pass through L.A., the largest seaport in the Western Hemisphere. L.A. County is the largest manufacturing center in the U.S., with more manufacturing jobs than the state of Michigan. L.A. is a world leader in aerospace, clean technology, entertainment, fashion, healthcare and tourism.In general, the L.A. area has a mild climate characterized by warm, dry summers and cool, wet winters. Temperature and precipitation vary considerably with elevation, topography, and distance from the Pacific Ocean. L.A.’s average annual rainfall is 14.68 inches per year. The entire state of California experienced a multi-year drought from 2011 to 2017 with the period between late 2011 and 2014 being the driest in California history since record-keeping began. Then-California Governor Jerry Brown instituted mandatory 25% water restrictions in June 2015. Governor Brown declared the drought over at the end of March 2017 but kept conservation measures in place. L.A. experiences weather extremes of drought and high rain which will likely be worsened by climate change in the future. As a result, L.A. continues to promote water conservation as a new normal.
