El aumento de caudal a lo largo del cauce genera desbordamientos en diferentes zonas, como, por ejemplo, en los alrededores al puente PT6, generando un amortiguamiento del caudal pico aguas abajo. Esto se evidencia en el hecho de que el aumento del caudal pico en el paso PT6 es de aproximadamente un 28% mientras que aguas arriba del parque de la Dos Pinos es del 10%. Las medidas de mitigación pueden ser muy variadas, y pueden todas funcionar en reducir en algo el nivel de riesgo de inundación, sin embargo en este caso específico, tanto para la Ciudadela Calderón Muñoz como para Barrio Luján, el riesgo se disminuye de forma considerable si se reduce la exposición a los niveles de inundación mostrados en el apartado anterior. Y en este caso eso logra buscando incrementar la capacidad de transporte del cauce y del alcantarillado o reubicando a la población a zonas más seguras. El proceso de urbanización de estos sectores ha sido agresivo con el cauce del río, llegando a tener una gran cantidad de propiedades residenciales, industriales y comerciales que han invadido las márgenes y el cauce del río Ocloro. Esta condición lleva consigo el aumento de la vulnerabilidad física y humana de dichas propiedades y de los habitantes que las ocupan. Es claro que el costo social de la recuperación del cauce es alto, sin embargo se debe considerar esa medida si no es posible la reducción de niveles de agua a través del incremento de la capacidad hidráulica del cauce y sus conductos.07/16/2021 01:47:15
