Low-rise multi-unit residential buildings are the ideal building form and construction type for cost effective high performing building envelopes and ventilation systems. ZEBP proposes immediate updates to the Building Bylaw targeting a reduction of nearly 50% in GHG emissions for new low-rise residential development and establishes the target for all low-rise MURB developments that are rezoned as of 2020 to achieve Passive House performance. ZEBP also targets an immediate reduction in GHG emissions of 64% for rezoned high-rise MURBs that are not connected to a RNES. This can be achieved by restructuring and updating of the rezoning policy in the fall of 2016 without increasing the cost of new development. The added expense of improved building envelopes and ventilation systems will be offset by the reduced construction costs cost of not forcing developers to install hydronic heating.07/16/2021 01:47:15

Please also select the most relevant assets or services that are affected by the climate hazard and provide a description of the impact.12Please describe the impacts experienced so far, and how you expect the hazard to impact in the future2The City of Racine has a history of basement backups and minor street flooding during heavy precipitation events. The Racine area is in a potential threat for increased rain and storms associated with severe weather. The impacts are significant, with increased stress on low-income communities, and also on the infrastructure of the city. The rain will be an issue, with the entire Midwest struggling to deal with intense rain showers and severe weather. In the future, these groups will be hit by the impact of increased precipitation during the summer months, with inability to get adequate resources being the main issue for marginalized groups dealing with the intense heat of these months as well. These conditions will also accelerate the erosion damage on infrastructure throughout the city, on such surfaces such as roads and bridges.07/16/2021 01:47:15
