Please provide details on the boundary of your assessment, and where this differs from your city’s boundary, please provide an explanation.9Please explain7A política de defesa da floresta contra incêndios, pela sua vital importância para o País, não pode ser implementada de forma isolada, mas abrangendo um contexto mais alargado de ambiente e ordenamento do território, de desenvolvimento rural e de proteção civil, envolvendo responsabilidades de todos, Governo, Autarquias, organismos, cidadãos, no desenvolvimento de uma maior transversalidade e convergência de esforços de todas as partes envolvidas, de forma direta ou indireta (Resolução do Conselho de Ministros n.º 65/2006 de 26 de Maio). Neste contexto, o Sistema de Defesa da Floresta contra Incêndios (SDFCI), prevê um conjunto de medidas e ações de articulação institucional, de planeamento e de intervenção relativas à prevenção e proteção das florestas contra incêndios, nas vertentes da compatibilização de instrumentos de ordenamento, de sensibilização, planeamento, ordenamento do território florestal, silvicultura, infraestruturação, vigilância, deteção, combate, rescaldo, vigilância pós-incêndio e fiscalização (Decreto-Lei n.º 124/2006 de 28 de Junho, com as alterações introduzidas pelo Decreto-Lei n.º 17/2009 de 14 de Janeiro). O SDFCI prevê três níveis de planeamento: nacional, distrital e municipal ou intermunicipal. O planeamento municipal vertido no Plano Municipal de Defesa da Floresta contra Incêndios (PMDFCI) deve conter as ações necessárias à defesa da floresta contra incêndios e, para além das ações de prevenção, incluir a previsão e programação integrada das intervenções das diferentes entidades envolvidas perante a eventual ocorrência de incêndios, como preconizado no n.º 1 do artigo 10.º do Decreto-Lei n.º 124/2006 de 28 de junho com a nova redação do Decreto-Lei n.º 17/200o de 14 de janeiro.O PMDFCI obedece à seguinte estrutura: Diagnóstico de síntese (Caderno I); Plano de ação (Caderno II); Plano operacional municipal (POM) (Caderno III). A definição de uma estratégia concertada de Defesa da Floresta contra Incêndios (DFCI) ao nível municipal, para dar resposta à problemática dos incêndios florestais no concelho de Águeda terá obrigatoriamente de assentar, em primeira mão, num diagnóstico aprofundado do problema. O plano de ação (Caderno II do Plano Municipal da Floresta Contra Incêndios de Águeda) está sustentado nas características específicas do território, nomeadamente as enunciadas no diagnóstico síntese, concretiza-se na avaliação e no planeamento de ação que suportam a estratégia municipal de DFCI, definindo metas, indicadores, responsáveis e estimativa orçamental, de acordo com os eixos estratégicos do PNDFCI. Este plano identifica um conjunto equilibrado de atividades que suportam a prevenção, gestão de combustíveis e silvicultura, a deteção e primeira intervenção, o combate e a recuperação das áreas ardidas, assumindo a função de figura de planeamento de DFCI de nível municipal, abaixo do PNDFCI e do PDDFCI, devendo procurar satisfazer os objetivos e as metas definidas no planeamento nacional.
