Não se trata de um documento onde metas ou objetivos sejam listados explicitamente, contudo nos seus estudos setoriais existem linhas de orientação quanto a diversas temáticas. Em relação à questão da problemática de emissões e objetivos de redução o Plano Setorial (Ambiente) afirma que A qualidade do ar que prende-se com o nível de alteração da constituição da camada inferior da atmosfera provocada pela actividade humana e também por fenómenos naturais. Da poluição atmosférica assim gerada resultam efeitos de macro-escala, tais como o aquecimento global/alterações climáticas, deterioração da camada de ozono na alta atmosfera, repercutindo-se negativamente na saúde pública e no bem-estar das populações, e no global equilíbrio dos sistemas. Reduzir os poluentes lançados na atmosfera tornou-se o objetivo das políticas de gestão da qualidade do ar. A opinião pública foi alertada para temas como o efeito de estufa, a deterioração da camada de ozono, a acidificação, eutrofização e o reconhecimento generalizado de que as emissões de poluentes atmosféricos podem alterar o clima do planeta, potenciando a ocorrência de catástrofes naturais (como secas e inundações). No Concelho de Águeda se destacam as elevadas emissões consequentes dos transportes rodoviários (cerca de 31%), com elevada concentração de monóxido de carbono (CO), formado pela combustão dos combustíveis de origem fóssil. tráfego rodoviário (poluição difusa, este último, apontado como o principal responsável pela poluição atmosférica a nível regional, sendo que os estudos são unânimes em considerar que a região apresenta níveis de qualidade do ar bastante aceitáveis, não apresentando a mesma no Concelho sinais de degradação visíveis e suscetíveis de afetar a saúde pública. Paralelamente às análises efetuadas, medidas foram assumidas no sentido de melhorar este indicador. A Adesão ao Pacto de Autarcas (Covenant of Mayors) e ao Mayors Adapt, bem como mais recentemente ao Pacto de Autarcas para o Clima e a Energia, são compromissos assumidos oficialmente pela autarquia municipal no sentido de diminuir o impacto em termo de emissões do muncípio como um todo coeso.
