158603Cities 2020202054124City of FremontUnited States of AmericaNorth AmericaEnergy8.5bPlease explain why you do not have an energy efficiency target and any plans to introduce one in the future.2Comment1Please explainThe City's current Climate Action Plan establishes actions aimed at increasing energy efficiency in homes and businesses through participation in utility upgrade programs and through establishing energy and green building reach codes. That said, no specific energy efficiency targets have been established. The State of California established goals that all new residential construction would be Zero Net Energy by 2020, and all new commercial construction and 50% of existing buildings would be zero net energy by 2030. Under the 2019 California Building Code update (effective January 1, 2020), new residential construction is required to achieve higher levels of efficiency, as well as include rooftop solar photovoltaic systems (limited to low-rise residential).Under the 2019 California Building Code cycle, Fremont is planning to adopt "reach codes" that will require higher levels of efficiency than required by code as well as additional requirements for solar and battery storage systems and/or all-electric building design. In addition, with the City's Climate Action Plan "2.0" update, targets for deep energy reductions paired with high levels of efficiency will be considered for all building sectors, perhaps taking the form of a zero net energy or zero net carbon goal for the built environment.07/16/2021 01:47:15
