As prioridades de investimento a nível local encontram-se ancoradas numa estratégia de baixo teor de carbono, incluindo a promoção da mobilidade urbana multimodal sustentável. Apesar de em Portugal a sua elaboração ser, ainda, facultativa, o Município de Braga considera que esta é uma ferramenta prioritária para o planeamento da mobilidade e para o enquadramento estratégico e concertação dos projectos nessa área e na finalidade das candidaturas vindouras, como modo prioritário de valorização do futuro do território.Assim, considera-se ser fundamental, em primeiro lugar, privilegiar o modo pedonal, de forma a promover a sociabilidade, a economia local e tradicional, promovendo assim a cidade e a sua vivência, constituindo, este, o modo de transporte primordial para todos os cidadãos. Neste sentido, toda a zona central e histórica da cidade está apenas autorizado a mobilidade pedonal com acesso condicionado para fluxos de mercadorias e serviços associadas a restrições às emissões de CO2. Esta é considerada a maior zona de zero emissões de gases com efeito estufa e a maior zona pedonal de Portugal com uma dimensão na ordem dos 1,4km2. Nas zonas envolventes à zona central e histórica (1,5km2) foram criadas as "zonas 30" onde existe uma limitação de velocidade máxima de 30km/h que se pretendeu por um lado expandir a segurança pedonal e permitir um modo ciclável mais seguroe por outro reduzir as emissões de gases com efeito estufa ao transporte individual motorizado pela diminuição da velocidade. Fora destas zonas, o investimento foi focalizado em devolver a cidade aos modoas suaves de mobilidade mas sobretudo humanizá-lo. A humanização destes espaços públicos deve têm tido em consideração a implementação de mobiliário urbano adequado às necessidades da população e a incorporação de coberto vegetal que permita a amenização das temperaturas, de forma a torná-los espaços de permanência e espaços para caminhar.
