It is located in the Western Cape Province, and is the legislative capital of South Africa and is the location of the Parliament of South Africa. Being home to over 4 million people, it is South Africa’s second most populous city. From 2011 to 2016, Cape Town had the fourth highest annual population growth rate of all the metropolitan municipalities in South Africa, It’s population increased by 2.06% between 2017and 2018 and it has a population density of 1791 people per km² (2018). The Mother City, as it is affectionately known by its residents, encircles the Table Mountain National Park and has a coastline of 307km. It is home to the Cape Floral Kingdom, a protected area rich in biodiversity. Due to its pleasant climate, natural beauty and well developed infrastructure, the city attracts millions of tourists every year and is one of the most popular international tourist destinations in Africa. Cape Town has a 9.97% proportion of national GDP (2018) and contains a number of the country's energy and climate research and support institutions. Cape Town’s economy has progressively shifted towards a predominantly service driven economy with growth in tertiary sector industries outpacing growth in both primary and secondary sector industries in the past 10 years. The city has a carbon footprint of 4.5 tonnes per person and consumes approximately 6% of national electricity. With a Gini coefficient of 0.62, there is a large disparity of income. 21.2% of the population are unemployed. Many people are affected by poverty and vulnerable to the effects of climate change. The local metropolitan municipality, the City of Cape Town, oversees the governing and administration of the city. The city’s reporting boundary covers the entire City of Cape Town jurisdictional area - 2 456 sq. km in total.
