Adaptive capacity is influenced as well by the capacity of a territory to be self sufficient in terms of energy production and consumption: according to the Regional Plan for Energy and Environment (source: SIRENA20 - 2012 data), Lombardy sustains autonomously about 60% of its energy consumption, while 33% of it was covered by energy production from renwable resources.
