Mainland Dubai including Hatta - a small exclave in the Hajar Mountains - covers 4,477 km² divided into three geo-morphological areas. Most of Dubai’s built-up land is located in the Urban Metropolitan Area which represents 37 percent of mainland Dubai. The Emirate is divided into nine sectors and 226 communities. Dubai Emirate has officially identified and delineated eight (8) Protected areas. Approximately 32% (131,351 ha) of the Emirate area is currently protected.1. Ras Al Khor Wildlife Sanctuary2. Although the plan adopted medium growth, it was established as a flexible and resilient tool to accommodate vibrations. The plan estimated the built area to expand by 20% until 2020 to support population growth and economic needs. To ensure sustainability, the plan promoted in-fill and compacted pattern of urban development. Dubai 2020 Master Plan defined an urban growth boundary alongside Outer Bypass to demark the limit of growth until the year 2020. Broadly, the Master plan divided the Emirate into four zones and defined guidelines for development in each: Offshore urban sensitive zone, and two non-urban zones.
