Para determinar la vulnerabilidad social se consideró el Índice de Vulnerabilidad Social frente a Desastres (IVSD) desarrollado para la Comunicación Nacional de Cambio Climático. A nivel de radio censal, se evalúan tres dimensiones diferentes de la vulnerabilidad social: las condiciones sociales, habitacionales y económicas en base a la combinación de distintas variables (educación, salud, demografía, vivienda, servicios básicos). Los valores fueron obtenidos del último Censo Nacional de Población, Hogares y Viviendas. Los resultados de estas variables se georreferencian, obteniéndose mapas de IVSD. En cuanto a las amenazas climáticas actuales y a futuro, se evalúa qué cambios han tenido lugar y cuáles son los cambios esperados para las próximas décadas. Para ello se consideró el informe sobre ’Los estudios de los cambios climáticos observados en el clima presente y proyectados a futuro en la República Argentina’ realizado por el Centro de Investigaciones del Mar y la Atmósfera (CIMA) para la ‘Tercera Comunicación de la República Argentina a la Convención Marco de las Naciones Unidas sobre Cambio Climático’. Éste estudia las tendencias observadas y proyectadas de la temperatura de superficie y de la precipitación y de sus índices extremos que pueden conducir a impactos relevantes (sequías, heladas, torrencialidad de lluvias, entre otros). Para este Plan de Adaptación se consideraron los resultados de los modelos climáticos para el futuro cercano (período 2015-2039) y el escenario de emisiones altas (RCP8.5) en Montecarlo.
