Asker and Bærum municipalities have therefore carried out a joint comprehensive risk and vulnerability analysis in accordance with the requirements of current law and regulations on municipal emergency preparedness. The analysis must identify and analyse undesirable events with potentially major consequences, it should give vulnerability assessments in a holistic perspective and it shall identify risk-reducing measures on an overall level. The municipalities' organization and systems are to varying degrees resistant to those analysed events. The municipalities are robust to handle several of them, even when they are considered worst case events. Although parts of the population may experience insecurity, critical social functions could be maintained or restored quickly. However, some of the events could create problems for the municipalities. The greatest vulnerabilities are shared with large parts of society in general, but can be reduced.Vulnerabilities can be reduced by implementing measures that reduce the probabilities for and the consequences of the events. The effect of the actions is assumed to be strongly varying, but a detailed risk and vulnerability analysis will be able to provide a valuation. Some measures are consistent, and are considered in the overall perspective to be able to provide a good damage-reducing effect on the vast majority of incidents. It is:- Good information preparedness / crisis information from the municipality to the population- Uniform and good system for rapid population warning, possibly evacuation- A well-functioning evacuation and relatives centre (EPS)- A well-planned and well-functioning municipal crisis management.- Contingency plans or action cards for handling the incidents. - Exercise in handling the incidents (management and collaboration).The risk and vulnerability analysis is the basis for the municipal plan and it is the starting point for the municipalities' sectorial analyses. | 07/16/2021 01:47:15 | |||

When using the inventory data for aggregation, comparison and trend analysis, please note that the inventory data is based on non-verified self-reported city inputs. The reported inventory may not include all emission sources within the city boundary.
Please note that this dataset may contain data from cities or, in some instances, groups of cities at different administrative levels. This includes metropolitan areas, combined authorities, and 5 American regional councils, which are: Chicago Metropolitan Mayors Caucus; Denver Regional Council of Governments; Metropolitan Council, Twin Cities; Metropolitan Washington Council of Governments; and Mid-America Regional Council.
