Il s’agira grâce aux énergies renouvelables, aux transports durables, à l’amélioration de l’efficacité énergétique des bâtiments et de l’éclairage public, à la prévention des risques et catastrophes, de contribuer à limiter la température de la planète en dessous de + 1°C avant 2100 et à transformer tout le sud de la Côte d’Ivoire en d’immense zone humide, poumon vert et puits de carbone du continent. Pour le Maire de Cocody, son Conseil municipal et l’ensemble des populations de sa commune, tous s’engagent à réduire ces émissions de 70 à 80 % avant 2030. Cette réduction pourrait même atteindre parfois 90%, en cas d’appui financier extérieur. Pour y parvenir, le maire, son Conseil municipal et ses habitants, assurent inverser la tendance avant 2030, pour en finir avec les énergies fossiles sur toute l’étendue de la commune, en portant la part des énergies renouvelables dans le mix électrique de la commune à 95%. Il s’agit donc par ce projet, d’amorcer une vraie transition énergétique sans pétrole ni carbone fossile, de maintenir un environnement sain avec la ferme volonté de transmettre aux générations futures, un patrimoine naturel préservé, susceptible de garantir le maintien de la diversité biologique. Il couvrira une superficie de 20 000 Km2 et bénéficiera à 10 millions d’habitants dont en premier lieu, aux 800 000 de Cocody. Pour s’assurer de ses chances de succès à plus de 95%, il a été élaboré d’abord en avenir certain puis incertain et à hypothèse basse avec risques. Il va créer 100 000 emplois verts directs permanents et 400 000 indirects.
