The sub-target until 2030 is to reduce carbon emissions by at least 40% (compared to 2010).In the coming decades, we will have to create the conditions for changing the city's energy balance towards smaller consumption and pollution. Important attention in this process must be given to the Energy Efficiency Directive; since 2021 all new and renovated buildings must be so-called near-zero energy buildings, ie their energy consumption must be close to zero. With regard to environmental protection, attention must be paid to the development of charging infrastructure for electric cars in residential, work and recreational areas.However, saving alone is not enough and efficient production must also contribute. The focus of energy production in Tartu must be on district heating, which makes it possible to use residual heat from cogeneration based mainly on renewable fuels and from various other sources. Opportunities must also be created for producing primary energy and reducing local emissions and using renewable sources of energy. The energy consumption of Tartu is based on the use of the existing technical systems resource during the accounting period of the Master Plan and the expansion of the respective systems. In order to develop an energy-efficient energy system, a set of rules for the implementation of solutions based on the use of renewable, renewable energy resources has been set up. The admissibility of which depends on natural and urban design conditions. Conditions must also be created for the diversification of energy supply and for small and micro-generation of renewable energy, including heat pumps, geothermal energy, solar energy, biogas and biofuels.Very important attention is paid to mobility and on reducing emissions in urban transport.
