El método adoptado para obtener el grado de vulnerabilidad en los municipios mexicanos se basa en el procedimiento seguido por ICLEI Oficina (ICLEI-Canadá, 2009), método que fue traducido y adaptado a las condiciones propias de nuestro país por el Secretariado para México, Centroamérica y el Caribe de ICLEI. Destaca de éste que el resultado a que puede aspirarse dependerá del análisis de la percepción social que implica trabajar directamente con los actores clave de cada sector del municipio, para conocer su percepción ante el cambio climático. Para realizar dicho análisis, lo primero que se requiere es identificar los sectores productivos de mayor relevancia para el municipio, así como las principales amenazas e impactos hidrometeorológicos que afectan de manera directa o indirecta a cada uno de estos sectores. Para lo anterior y, toda vez que se trata de un trabajo de actualización del PACMUN®, se retomó lo realizado en el 2015. Los sectores del municipio son los que a continuación se enlistan: Servicios básicos (subsistemas vitales) Económico (industria, comercio y turismo) Rural productivo (agricultura, ganadería y forestal) Hídrico Salud Desarrollo urbano Biodiversidad En el primero de ellos, se integran todas aquellas áreas que tienen que ver con el abastecimiento a la población de los elementos básicos para la subsistencia como son: agua, luz, combustibles, transporte, alimento, etc. Se propuso la conformación de este grupo en calidad de “sector”, toda vez que lo integran, las instancias responsables de brindar certidumbre en el abasto de Servicios básicos a la población antes, durante y después de la ocurrencia de un fenómeno meteorológico atípico, condición determinante para la subsistencia de cualquier grupo de población; de aquí la especificación de “subsistemas vitales”. En total se realizaron siete talleres individuales, es decir, uno por cada sector identificado; los que se llevaron a efecto conforme lo que se indica en el párrafo anterior. Así también, se llevó a cabo uno de carácter general en el cual, con la participación de la totalidad de actores clave convocados por las autoridades del H. Ayuntamiento, se analizaron y evaluaron las medidas de adaptación generadas con la información, participación y opinión consensuada de los integrantes de cada uno de los talleres individuales por sector.En la siguiente tabla, se muestra un concentrado de los valores antes mencionados, obtenidos de los expertos convocados por la Dirección de Desarrollo Urbano y Ecología del H. Ayuntamiento para intervenir en los siete talleres de participación ciudadana implementados con esta finalidad. Conforme al grado de riesgo de ocurrencia que los especialistas perciben, se registra solo un caso (4.0 %) calificado como extremo y otro como muy alto; el primero de ellos en lo que hace al abatimiento de niveles en los mantos acuíferos y cuerpos de agua, producto de la sequía; y el otro en lo relativo al incremento de la demanda de agua como consecuencia de la onda de calor. Hay 3 casos (12.0 %) calificados con un grado de riesgo alto y otros 4 (16.0 %) en el rango de medio alto. Los grados de riesgo medio, medio bajo y bajo, se consideran para 3, 5 y 3 casos respectivamente, con equivalencias en números relativos a 12.0, 20.0 y 12.0 % respectivamente; y finalmente, en 5 casos más (20 %) el grado de riesgo de ocurrencia se percibe como muy bajo y, estos fueron: en dos casos para impactos de la amenaza de granizo, en otros dos en la de vientos extremos y solo uno para el caso de la amenaza de onda fría.07/16/2021 01:47:15
