Synergies - both mitigation and adaptation actions identified require significant community engagement on the challenges faced and options to plan for the projected impacts. The goal of this is to ensure the whole city has an opportunity to understand the implications and costs associated with interventions to protect and adapt vulnerable areas. 2. Co-benefits - there are many co-benefits to be realised between the mitigation and adaptation actions outlined. Overall, Wellington's resilience will obviously increase, with more empowered, disaster-prepared, and connected communities will result. Furthermore, by employing design principles to redevelop vulnerable parts of the city we will be better placed to protect Wellington's identity. By furthering the education of the city's citizens about the risks of merely living in Wellington, being on a faultline as well as threatened by SLR, we will enhance preparedness and facilitate citizens in making the right decision for them and their family. Other co-benefits to be realised are better health, educational and economic outcomes from home energy enhancements and better air quality from decarbonisation of the transport fleet. Both 'soft' and 'hard' measures will see natural defences against seal level rise providing recreational values, generating habitat for indigenous biodiversity, and making areas more attractive. Harder defences will in turn provide flexible community spaces and active transport corridors along a raised shoreline. Trade-offs: both mitigation and adaptation actions will involve the use of energy that will largely be derived from fossil-fuels, involve the use of emission-intensive goods like cement and steel so that it is essentially impossible to avoid 'adaptive emissions'. Another classic trade-off is a lack of financial resources to complete all intended actions. Furthermore, careful and deliberate land-use assessment to ensure that future land-use change doesn't lead to a trade-off scenario is essential. The Resilience Strategy has identified the first focus of our future Adaptation Plan, which will include engagement with the community, as well as other local Councils that share our hazards. | 07/16/2021 01:47:15 | |||
