There are high rates of urban sprawl, despite a modest population size, and limited public transit which increases vehicle miles traveled. The extensive road, water, and sewer networks are a considerable financial burden on the city because of the need to maintain and repair them. Street and trail washouts after flood events are becoming common. The combined sewer overflow is requiring significant upgrades to infrastructure. The tax base of South Bend struggles to provide all infrastructure needs. In addition, the County government, which maintains some roads, most bridges, and some other services, struggles financially due to property tax caps.07/16/2021 01:47:15
