El mapa resultante se superpuso con los polígonos provistos por los mapeados en el Registro Nacional de Barrios Populares (ReNaBaP) iniciado en 2016, con la finalidad principal de registrar los bienes inmuebles donde se asientan los barrios populares, las construcciones existentes en dichos barrios y los datos de las personas que las habitan, a efectos de registrar la cantidad de asentamientos precarios a nivel nacional y de desarrollar políticas públicas habitacionales inclusiva. Según el ReNaBap un barrio popular es un conjunto de un mínimo de ocho familias (agrupadas o contiguas), en donde más de la mitad de la población no cuenta con título de propiedad, ni acceso regular a, por lo menos, dos de los servicios básicos (red de agua corriente, energía eléctrica con medidor domiciliario y/o sistema de eliminación de excretas a través de la red cloacal formal). En el caso de Avellaneda, dos barrios contaban con estas características: barrio Ru y Don Pedro. Los dos polígonos correspondientes a ellos coincidieron perfectamente con polígonos cuya vulnerabilidad social fue catalogada por el municipio como ‘muy alta’ (Barrio Ru es el de forma longitudinal, hacia el noroeste del municipio, y Barrio Don Pedro es el de forma rectangular al noreste). Vale aclarar este aspecto, porque no es el único barrio con vulnerabilidad muy alta.Los barrios Aramburu, Cooperación y una parte de barrio Belgrano presentan muy alta vulnerabilidad por caracterizarse por bajas condiciones sociales (analfabetismo y mayor proporción de niños y ancianos) y habitacionales (hacinamiento y servicios básicos) y aún peores condiciones económicas (desocupados, bajo nivel educativo de jefes de hogar y hogares con núcleo familiar incompleto).Los barrios Nuevo, Don Pedro, Libertad, Ru y sectores de barrio Itatí y Belgrano tienen vulnerabilidad alta. Las causas son similares, aunque se trata de una menor proporción de habitantes con estas problemáticas. Tanto Barrio Belgrano, barrio Cooperación como barrio Don Pedro tienen carencias de cloacas.Particularmente, barrio Ru y barrio Don Pedro son asentamientos irregulares. Los mismos fueron relevados por el Registro Nacional de Barrios Populares (ReNaBap).El primero es el más pequeño pero el más antiguo: tiene 20 familias y existe desde la década del 90’, en cambio el segundo tiene 170 familias y se formó en el 2012. En ambos la seguridad de tenencia de la tierra es muy baja, ya que la mayoría de los vecinos no tienen título de propiedad, ni boleto de compra-venta. This includes metropolitan areas, combined authorities, and 5 American regional councils, which are: Chicago Metropolitan Mayors Caucus; Denver Regional Council of Governments; Metropolitan Council, Twin Cities; Metropolitan Washington Council of Governments; and Mid-America Regional Council.
