A partir de esto, se delimitaron las zonas donde las personas, sus sistemas productivos y ecosistemas están más expuestos ante la acumulación de estos peligros.En paralelo, mediante la utilización de diversas variables sociales y económicas se construyó un indicador de sensibilidad socioeconómica por área geoestadística básica del INEGI (AGEB rurales y urbanas). Fueron utilizados 16 indicadores comprendidos en siete temas: Vivienda (servicios y bienes), Salud, Discapacidad, Población, Educación-Tecnología, Género y Economía.Se partió de la premisa de que, las zonas con mayor exposición y cuyas condiciones socioeconómicas son más sensibles, están sujetas a un mayor impacto potencial ante este tipo de eventos. En el caso de las AGEB urbanas, este análisis se llevó a nivel de manzana.La capacidad adaptativa se evaluó estimando las zonas que aportan mayores servicios ecosistémicos y con conectividad entre los ecosistemas circundantes a la ciudad, incluyendo las áreas naturales protegidas y parques urbanos. Los servicios ecosistémicos evaluados fueron:a. Provisión superficial del aguab. Retención de sedimentosc. Almacenamiento de carbonoEstos tres servicios fueron combinados para diferenciar zonas según su capacidad de provisión de bienes y servicios ecosistémicos, las cuales fueron también contrastadas con el grado de conectividad del paisaje como otra variable a considerar en el tema de capacidad adaptativa y posibles medidas de AbE. Partimos de considerar a la capacidad adaptativa basada en las condiciones de los ecosistemas presentes, como uno de los principales factores que amortiguan los efectos de la variabilidad climática actual y del cambio climático.Así, la vulnerabilidad socioambiental se construyó relacionando las zonas con mayor grado de impacto potencial frente eventos climáticos con la capacidad adaptativa basada en sus ecosistemas, tanto en las zonas rurales como en urbanas de Xalapa y Tlalnelhuayocan. Proposed developments are required to meet the following minimum reductions in carbon dioxide emissions: 1. All new major residential developments (10 units or more) should achieve zero carbon standards in line with London Plan policy. 2. Be lean: use less energy 2. Be clean: supply energy efficiently3. Be green: use renewable energy Richmond Planning Obligations Supplementary Planning Document:Normally, requirements for sustainable design will be dealt with using conditions, but in some circumstances, a Section 106 agreement may be required to secure the highest environmental standards of development.The Council recognises that there may be instances where it is not technically feasible for a development to achieve a 35% reduction in carbon dioxide emissions over Building Regulations (2013). In such cases an applicant will have to demonstrate and set out clearly in the Energy Statement why the carbon dioxide emissions reduction target cannot be met on-site. Any shortfall in on-site reductions can exceptionally be met through a cash-in-lieu contribution to the Council's Carbon Offset Fund (at a price of £95 per tonne of carbon over 30 years), agreed through a Section 106 legal agreement.07/16/2021 01:47:15
