Não se trata de um documento onde metas ou objetivos sejam listados explicitamente, contudo nos seus estudos setoriais existem linhas de orientação quanto a diversas temáticas. A problemática da água, segurança e fornecimento deste recurso para o concelho, está abordada nos Estudos Setoriais Ambiente, Biofísico e Infraestruturas /Transporte do PDM. A água é um bem precioso que interessa preservar. Há duas faces: o fornecimento de água para consumo e a preservação da qualidade dos recursos hídricos. Empresas públicas nacionais são responsáveis pelo fornecimento. A qualidade da água distribuída é controlada e garantida pela entidade fornecedora. Segundo o PDM a Rede de Abastecimento de Água, situava-se nos 93%, apresentando a maior parte das freguesias do concelho uma cobertura de 100%. Quanto à origem da água, cinco são origem superficial sendo as restantes subterrâneas.A dinâmica das águas superficiais é diretamente influenciada pela ocorrência, intensidade e frequência das precipitações. A qualidade da água superficial tem vindo a melhorar com o tempo, facto relacionado com a melhoria nas práticas agrícolas e na eficiência no tratamento de eflúvios e águas residuais. Outro fator importante para garantir a qualidade dos recursos hídricos é a salvaguarda dos ecossistemas aquáticos, neste campo o município desde 2006 tem desenvolvido e continua a desempenhar um papel fundamental no controlo de espécies da flora invasora nos cursos de água na região, pelo uso de uma ceifeira aquática, propriedade da Câmara Municipal de Águeda, que é frequentemente citada como exemplo de boas práticas neste âmbito. É referida a necessidades de proteção da rede hidrográfica contra a erosão hídrica, e identificados problemas a resolver como o assoreamento dos cursos de água ou a existência de troços fluviais degradados ou muito degradados;A nível regional existem infraestruturas que permitem a retenção de grandes volumes de água mediante barragens, açudes e comportas. A ameaça passa a ser ainda mais intensa na região próxima ao litoral e permeando nas regiões mais centrais e no norte do município, resultando no agravamento na concentração de calor e influenciando no bem-estar e na saúde da população.
