O ordenamento territorial já vedada a sua urbanização , permitindo apenas a agropecuária. Sob a perspectiva climática, a turfa é um importante estoque de carbono, cujo manejo inadequado e as mudanças climáticas podem potencializar o risco de incêndio, que são difíceis combate, resultam em significativas emissão de poluentes atmosférico e carbono. Por receber contribuição dos rios urbanos, as várzeas podem ainda auxiliar na contenção e propagação de cheias além de controlar a poluição difusa. Há um sobreposição parcial com a APA Estadual do Banhado que possui conselho gestor.- APA da Serra de Jambeiro - localiza em área rural, na parte Sul do município, junto à Serra do Mar que visa proteger e recuperar os cursos d'água e suas cabeceiras de forma a contribuir para o controle das enchentes em áreas urbanas.g) regulamentar as áreas de proteção ambiental municipais de São Francisco Xavier, das várzeas do Rio Paraíba do Sul e do Rio Jaguari, e da Serra de Jambeiro em conformidade com o Sistema Nacional de Unidades de Conservação - SNUC;h) promover a gestão compartilhada das áreas de proteção ambiental e unidades de conservação municipais com outros entes federados onde há sobreposição territorial com unidades de conservação geridas por essas esferas;Ainda que a mudança climática não seja um dos principais indutores de políticas públicas no município, a sustentabilidade em toda sua amplitude é.
