Esta amenaza, en conjunción con una situación de vulnerabilidad social en determinadas zonas de la ciudad y factores de origen humano, como la mala disposición de residuos y la carencia de suelo permeable, tornan a la amenaza de gran peligrosidad y riesgo para la población afectada.La consecuencia directa generada es la obstrucción de red de desagües fluviales. En efecto y debido a ésta problemática, el municipio se ve obligado a realizar obras de limpieza y mantenimiento de los canales, sean estos a cielo abierto, bocas de tormenta o ductos.Por otro lado, la escasa accesibilidad de los barrios periféricos a espacios verdes y amigables de calidad, en conjunto con la escasez de árboles en la ciudad, constituyen un problema que, si lo analizamos juntamente con el de basurales, podemos proponer una posible solución de esa misma manera: Corrientes tiene hoy un promedio de 2,52 m² de espacios verdes por habitante conforme Master Plan de Planeamiento Urbano. Además, es necesario tomar en cuenta que 83 barrios no cuentan con tales espacios. Según la Organización Mundial de la Salud, una ciudad debe tener entre 10 y 15 m² como mínimo por habitante. Para tal, foi utilizada informação sobre clima futuro, utilizando cenários e projeções climáticas. A avaliação de vulnerabilidades e riscos climáticos futuros ajudou a iniciar o reconhecimento dos setores particularmente vulneráveis e a analisar diferentes opções de adaptação, tendo em vista a diminuição dessas vulnerabilidades ou mesmo o aproveita- mento de potenciais oportunidades.Procedeu-se à elaboração das matrizes de risco para as principais vulnerabilidades identificadas/impactes e para cada um dos períodos considerados, nomeadamente (1981-2010 (clima atual), 2041-2070 (meio do século) e 2071-2100 (final do século.A elaboração das matrizes de risco tem em consideração as a situação atual, projeções climáticas e os respetivos impactos potenciais, o nível de risco associado a esses impactos e a sua evolução ao longo dos três períodos temporais. Por fim foram identificados e priorizados os principais riscos (diretos e indiretos), bem como as potenciais oportunidades em que devem ser consideradas respostas ao nível da adaptação.O risco é obtido através da multiplicação da frequência de ocorrência de um determinado tipo de evento, pela magnitude das consequências causadas pelos impactos desse evento. Tanto a frequência de ocorrência (atual e futura) de um evento como a magnitude das suas consequências são avaliadas numa escala de 1 (baixa) a 3 (alta). A utilização da matriz de risco apresenta como principal finalidade apoiar a priorização dos diferentes riscos climáticos relativamente a potenciais necessidades de adaptaçãoDestaca-se, ao nível desta etapa a importância do debate sobre os impactes futuros nomeadamente no que respeita a consequências ou oportunidades que as mudanças no clima podem trazer.Por exemplo, o setor do turismo poderá beneficiar com uma temporada turística mais prolongada (exemplo de impacto positivo, ou oportunidade) devido ao maior número de dias de calor. No entanto, esse aumento conjugado com a diminuição da precipitação pode ter como consequência uma menor disponibilidade de água (impacto negativo direto).
