The subject of this analysis are the urban area of Podgorica, has been divided into 10 planning zones that represent functional and urban units and city municipalities Tuzi and Golubovci (in that moment, I mentioned earlier that Tuzi was administratively separated from the Podgorica, but no territorial division has been made yet). The development of the Adaptation Strategy for climate change together with the vulnerability assessment was done under the Project of Climate change adaptation in Western Balkans, which was supported by the German Federal Ministry for Economic Cooperation and Development, and implemented by the GIZ.Since we did not have any experience on adaptation to climate change before, an expert team (company INFRASTRUKTUR & UMWELT Professor Böhm and Partners – Germen consultancy) was involved, which helped the city working group to apply the recommended standards.In this regard, it was recommended that we deal with the urban part of the city witch characterized by a high building density and the high proportion of sealed surfaces sealing and there is a deficit of green corridors and air exchange. The heat islands in Podgorica are caused by a high rate of surface sealing and a dense structure of uninsulated buildings in the city centre. The lack of green spaces aggravates the situation. This is especially because the rest of the territory of the City is mostly rural.So, mostly the transport system of the city is concentrate on the centre of the town and it is overloaded and the heavy traffic causes an increasing air pollution and noise level. Further, the wastewater management of Podgorica includes a wastewater treatment plant with a capacity of 60,000 p.e. (population equivalent). About 1,000 buildings in the surrounding zone of Podgorica are not connected to these infrastructure systems. In some older districts septic tanks are used. Due to the often unstructured suburban development (informal settlement), it is difficult to realize an infrastructural connection throughout the whole city. This area characterized by a high number of fires especially during the summer.
