Não se trata de um documento onde metas ou objetivos sejam listados explicitamente, contudo nos seus estudos setoriais existem linhas de orientação quanto a diversas temáticas. A problemática dos resíduos está abordada no Estudo Setorial Ambiente do PDM. A gestão dos RSU (Resíduos sólidos urbanos) nos concelhos portugueses é efetuado por entidades responsáveis pela recolha, transporte, seleção, tratamento e deposição final. É contudo destacada a necessidade de sensibilizar a sociedade para a necessidade de produzir menor quantidade de resíduos, melhor identificar os resíduos para valorização (energética e por reciclagem). A autarquia já tinha começado um trabalho com as escolas no sentido de promover este conhecimento junto da comunidade escolar. É referido também a necessidade de eliminar os locais ilegais de deposição, divulgando o sistema de recolha gratuita de objetos de grandes dimensões. É também mencionada a necessidade de efetuar o tratamento diferenciado de resíduos verdes (existe um centro municipal de compostagem, entretanto criado). As ações de divulgação da temática têm tido presença junto de escolas e comunidade em geral, visando um aumento da quantidade de resíduos colocados nos ecopontos do concelho. Embora a proporção de ecopontos por habitante cumpra os indicados a nível europeu existia intenção de ver a quantidade de locais de deposição aumentada.
