Quezon City Government has a strong governance framework for the representation of vulnerable sectors and communities. Quezon City Government has established local special bodies where people’s and non-governmental organizations are represented to actively participate in the process of effective governance and development such as in the formulation of development plans and investment programs. This includes the following bodies: City Development Council, City Health Board, School Board, City Peace and Order Council, and People’s Law Enforcement Boards. Of particular interest is the local City Development Council, the main body incharge of formulating development plans and policies of the city. In 2016, 50 sectoral representatives were elected and became members of the city development council (CDC) from a total of 1081 organizations accredited by the Quezon City Council through the Committee on People’s Participation. The following sectors are represented: (a) Urban Poor, (b) Cooperative Charitable/Civic (c) Education Academic Livelihood/Vendors, (d) Labor/Workers, (e) Social Justice/Peace & Order, (f) Women, (g) Sr. Citizens, (h) Youth and Children, (i) Business Environment, (j) HOA/Neighbourhood, (k) Health/Sanitation, (l) Social/Cultural Development, (m) Transportation, (o) Professional, (p) Religious, and (q) Persons with Disability.2. Through the years, the Quezon City Government launched massive infrastructure and social services programs aimed to increase the resilience of vulnerable groups such as informal settler families from the effects of climate change and disasters dubbed the Quezon City Socialized Housing Program. The City has implemented a massive roll-out of socialized housing programs by developing its City Shelter Plan, that not only provides housing to vulnerable sectors but provides means to establish resilient, sustainable communities as well.One existing flagship program is Quezon City’s socialized housing program which has enabled many informal settler families who used to live in slum dwellings and danger-prone areas to own and reside in decent homes in clean, well-organized, environmentally sustainable and resilient communities. Between 2013 and 2019, QC’s flagship socialized housing project has successfully provided shelters for at least 5,698 families living in precarious and floodprone areas. It has reduced not only their vulnerability but also strengthened the city’s resilience by mitigating urban flooding through the rehabilitation of riverbanks and waterways and freeing up of spaces for proper parks. Where necessary, resettlement shelter programs for informal settler families in Quezon City, implemented mainly either by national government agencies or by the local government, must be located as close as possible to the original site. Within the Quezon City government, the Quezon Task Force on Socialized Housing and Development of Blighted Areas (Task Force Housing) serves as the main department tasked to implement the city’s socialized housing projects, together with national government agency partners such as the Housing, Community Development and Resettlement Department (HCDRD), non-government organizations (NGOs) and housing financial institutions.3. To combat the increasing impacts of flooding caused by typhoons in the City, it implemented various flood mitigation projects for major tributaries, water networks within the territorial jurisdiction of the City. Currently, efforts are underway to develop a Master Drainage Plan for Metro Manila, which will solve not only flooding concerns of Quezon City, but of the whole national capital region.4. Quezon City’s Ecological Profile, which serves as the compendium of the city’s social, economic, environmental and physical profile, provides a comprehensive database on the status of various frontline groups and sectors such as children, the elderly, and people with disability (PWD), as these are considered as the priority groups identified in existing laws. This is being led and coordinated by the City Planning and Development Office (CPDO) together with various departments and offices throughout Quezon City Government.07/16/2021 01:47:15
