Para determinar la vulnerabilidad social se consideró el Índice de Vulnerabilidad Social frente a Desastres (IVSD) desarrollado para la Comunicación Nacional de Cambio Climático. A nivel de radio censal, se evalúan tres dimensiones diferentes de la vulnerabilidad social: las condiciones sociales, habitacionales y económicas en base a la combinación de distintas variables (educación, salud, demografía, vivienda, servicios básicos). Los valores fueron obtenidos del último Censo Nacional de Población, Hogares y Viviendas. Los resultados de estas variables se georreferencian, obteniéndose mapas de IVSD. En cuanto a las amenazas climáticas actuales y a futuro, se evalúa qué cambios han tenido lugar y cuáles son los cambios esperados para las próximas décadas. Para ello se consideró el informe sobre ’Los estudios de los cambios climáticos observados en el clima presente y proyectados a futuro en la República Argentina’ realizado por el Centro de Investigaciones del Mar y la Atmósfera (CIMA) para la ‘Tercera Comunicación de la República Argentina a la Convención Marco de las Naciones Unidas sobre Cambio Climático’. Este informe estudia las tendencias observadas y proyectadas de la temperatura de superficie y de la precipitación y de algunos de sus índices extremos que pueden conducir a impactos relevantes, tales como sequías, heladas, duración de olas de calor, torrencialidad de lluvias, entre otros. Para este Plan de Adaptación se consideraron los resultados de los modelos climáticos para el futuro cercano (período 2015-2039) y el escenario de emisiones altas (RCP8.5) en Camilo Aldao.
