Según el Censo de Población y Vivienda realizado por el INEC en el año 2010 el cantón Cuenca tiene una población de 505 585 habitantes, el 66% se concentra en la cabecera cantonal y el 34% restante están en las parroquias rurales. El cantón Cuenca es la unidad Política Administrativa más antigua de la zona sur del Ecuador, está formado por 15 parroquias urbanas y 21 rurales dentro de un área de 366 532.96 hectáreas. Cuenca, capital de la Provincia del Azuay y del Cantón del mismo nombre, se ha constituido en el centro administrativo y de intercambio de bienes y servicios en el contexto de su micro región.Su Centro Histórico fue declarado Patrimonio de la Humanidad por la Unesco en el año 1999. Cuenca es llamada la Atenas del Ecuador por su arquitectura, su diversidad cultural, su aporte a las artes, ciencias y letras ecuatorianas y por ser el lugar de nacimiento de muchos personajes ilustres de la sociedad ecuatoriana.El cantón Cuenca debido a su ubicación geográfica en la cordillera occidental presenta una variada topografía, elevaciones que llegan a una altura de 4.400 msnm y luego un descenso hacia el occidente llegando a una altura mínima aproximada de 20 msnm, cuenta con un patrimonio natural único donde se genera una gran variedad de ecosistemas y alta biodiversidad, espacios como el Parque Nacional Cajas con 28.544 hectáreas, el cual es el núcleo de la zona del Macizo del Cajas, declarado por la Unesco en el 2010 como parte de la Red Mundial de las Reservas de Biósfera y con importantes funciones como la regulación de la fase del ciclo hidrológico, recarga de acuíferos y estabilización del clima, este ecosistema sumado a las áreas de bosque y vegetación protectora representan aproximadamente el 56% del área total del cantón, por lo que es evidente que su vocación es la conservación y producción de servicios ambientales. Alrededor del 85% del territorio del área de recarga de hídrica de las subcuencas proveedoras de agua está cubierto por páramo y bosque nativo, ecosistemas de alta importancia ecológica para la regulación de los flujos de agua, que actúa como una esponja que la libera lentamente a lo largo del año. Por su importancia los páramos y remanentes de bosques andinos fueron declarados en 1985 como Áreas de Bosque y Vegetación Protectores con una legislación específica para su protección. Los páramos tienen poca resiliencia y baja capacidad de adaptación, por lo que son considerados como ecosistemas altamente vulnerables. Es decir la capacidad de retención del agua es reversible hasta cierto punto, después la sequía es irreversible, ya que los impactos cambian las características físicas de los suelos frágiles de páramo. When using the inventory data for aggregation, comparison and trend analysis, please note that the inventory data is based on non-verified self-reported city inputs. The reported inventory may not include all emission sources within the city boundary.

This includes metropolitan areas, combined authorities, and 5 American regional councils, which are: Chicago Metropolitan Mayors Caucus; Denver Regional Council of Governments; Metropolitan Council, Twin Cities; Metropolitan Washington Council of Governments; and Mid-America Regional Council.
