Como mencionado previamente, as alterações climáticas integram-se na Agenda 2030 das Nações Unidas para o Desenvolvimento Sustentável, através do Objetivo 13 – Ação Climática Adotar medidas urgentes para combater as alterações climáticas e os seus impactos. A implementação deste objetivo implica uma ação multinível (global, nacional e local) e a múltiplas escalas de governança (envolvendo uma diversidade de atores chave) sendo alguns eixos estratégicos definidos de carácter sobretudo nacional e global e devido ao seu foco na redução de emissão de GEE e que consequentemente exigem um esforço ao nível nacional e global. No entanto, há igualmente um grande foco na adaptação local às alterações climáticas e nesse sentido o município de Águeda pretende dar resposta ao nível local Esta medida tem como objetivo o incremento da capacidade de resposta e a consequente diminuição dos riscos dos incêndios. A medida permite a gestão da vegetação em áreas florestais do Concelho, quer do Perímetro Florestal quer das faixas de combustíveis florestais ao longo dos caminhos, estradas municipais, faixas de proteção aos aglomerados populacionais e faixas de proteção a edificações isoladas. Os Instrumento de gestão territorial desempenham um papel decisivo na capacidade de adaptação às alterações climáticas. Permitem otimizar as respostas de adaptação, evitando formas de uso, ocupação e transformação do solo que acentuem impactos significativos. Permite a atualização dos planos de emergência e de resposta aos principais riscos climáticos. A promoção de um bom ordenamento territorial visa preservar a natureza e restabelecer os ecossistemas por forma a melhorar a composição da floresta.
