| 180808 | Cities 2020 | 2020 | 1499 | Ajuntament de Barcelona | Spain | Europe | Adaptation | Adaptation Planning Process | 3.5 | Please explain how your city has addressed vulnerable groups through transformative action. | 0 | 0 | We are working on the transformation of públic schools to adapt them to the effects of climate change through green, blue and grey. Barcelona City Council received european funding through the Urban Innovation Action (UIA) program with the aim of experimenting with solutions for sustainable urban development and applying them during the period 2018-21. The project aims to adapt 11 schools in the city to the climate emergency through green, blue and grey, and that these improvements are enjoyed by students and citizens, as the playgrounds will remain open in times of high temperatures, functioning as climate shelters. To define the project, during the 2019-2020 academic year, several processes have been developed in parallel, such as:- A participatory one that involves the whole educational community and that aims to define the measures to be implemented in schools through the detection of needs and assess their impact.- A pedagogical proposal through teacher training and the offer of resources to study climate change with students, coordinated by Escoles + Sostenibles (More Sustainable Schools) Program.- Research, through monitoring, taking climate data and writing reports on environmental conditions, air quality and students ’cognitive ability with respect to temperature variation.- A technical diagnosis of the buildings, courtyards and surroundings to identify the most appropriate situation in each school, look for weaknesses and opportunities.- The elaboration of a catalog with elements and solutions that is used as a model for the development of the projects and where it is specified how to act in a pilot and replicable way with a series of strategies on each facility. The project, to date, concludes with the crossing of all the data and with a clear prioritization of solutions school by school, detailed with main and complementary actions. The technical teams that drafted the projects have had many inputs, such as the results of the participation, the catalog of elements and solutions, the technical diagnosis, the proposal of priority actions and the maximum budget that cannot exceed 240,000. € per school. The technical projects drafted present a good balance between the initial objectives, the wishes of the schools, the diagnoses and the more technical issues that have been proposed throughout the process. The innovation represented by these actions is assured, as a new concept of climatic spaces is designed that does not exist today in Barcelona and is done with passive measures. The C40 network of cities has considered this project as a good practice of world reference. The works will be executed during the summer of 2020.The project has ben developed collavoratively through the Area of Urban Ecology and Barcelona Water Cycle (BCASA) of Barcelona City Council, the Barcelona Education Consortium, the Barcelona Public Health Agency (ASPB), Barcelona Institute of Global Health (ISGLOBAL) of the UB (Barcelona University), the Institute of Environmental Science and Technology (ICTA) and the 11 schools that have been so far part of the project. On the other hand, we are also working on the creation of a climate shelter network .In this respect, in the event of a heat emergency, these facilities and public spaces can be used, especially by people who are most vulnerable to heat, as spaces to take shelter from high temperatures. Climate shelter spacesar defined as follows:· They are activated in the event of heat emergencies.· They are spaces that provide thermal comfort to the population, while maintaining other uses or functionalities.· They are especially aimed at people who are vulnerable to heat (babies, population over 75 years old, chronically ill people and those with fewer resources, etc.).· There don’t provide health care, people requiring medical attention should go to their health center.· They can be indoor or outdoor (parks and gardens with green areas and wàter..)· They must be accessible, provide accomodation spaces (chairs), water and be safe.· Urban parks that are part of this network have a high percentatge of green infrastructure (area> 0.5 ha and NVDI index (indicating the quality of vegetation)> 0.4, are accessible to people with reduced mobility and they have water fountains and seats. The summer of 2020, the following spaces will be activated:- 22 Public libraries- 11 Parks and gardens- 2 environmental education facilities- 10 Museums- 10 Sports centers- 1 Center for Emergencies and Social Emergencies of Barcelona (CUESB)- 14 Proximity spaces | 07/16/2021 01:47:15 | ||||

Description
This data is collected through the CDP-ICLEI Unified Reporting System. When using this data, please cite both organisations using the following wording: ‘This data was collected in partnership by CDP and ICLEI - Local Governments for Sustainability’.
This dataset contains the full responses of publicly disclosing cities in 2020. To view the complete cities 2020 questionnaire guidance, including all questions asked in 2020, visit https://www.cdp.net/en/guidance/guidance-for-cities. Please contact cities@cdp.net if you have any questions.
When using the inventory data for aggregation, comparison and trend analysis, please note that the inventory data is based on non-verified self-reported city inputs. The reported inventory may not include all emission sources within the city boundary.
Please note that this dataset may contain data from cities or, in some instances, groups of cities at different administrative levels. This includes metropolitan areas, combined authorities, and 5 American regional councils, which are: Chicago Metropolitan Mayors Caucus; Denver Regional Council of Governments; Metropolitan Council, Twin Cities; Metropolitan Washington Council of Governments; and Mid-America Regional Council.
This view contains data from the CDP Cities Europe, CDP Cities Africa and CDP Cities Middle East Authority Regions.
