Se estima que <5% del reciclaje generado a nivel nacional es redireccionado a procesos de recuperación, mientras <20 municipios cuentan con iniciativas de compostaje. En Monteverde, aunque la basura tradicional solo representa un 30% de la generación total, su recolección y tratamiento final consume casi el 80% del presupuesto municipal para la GIRS. A pesar de inversiones en infraestructura, equipos, vehículos y personal, el actual programa de reciclaje municipal sólo captura un tercio de los materiales generados cada año.Factores internos que limitan el crecimiento de más iniciativas municipales de economía circular incluyen: 1) las grandes ineficiencias en la recolección y tratamiento de la basura tradicional que no dejan recursos en el presupuesto anual para invertir en otras áreas de acción; 2) el traslape de metas, esfuerzos e inversiones por actores públicos y privados del sector en vez del fraccionamiento complementario de roles; 3) limitaciones de capital para obras y presupuesto para la operar sistemas a menor escala y 4) la elección de tecnologías o prácticas tradicionales con una relación de costo-beneficio no favorable. Otros factores externos a considerar incluyen la disminución continua de los precios internacionales para el reciclaje, y el creciente mercado para insumos orgánicos agrícolas.Anticipamos que Monteverde, igual que otros municipios de tamaño medio u otras comunidades rurales/turísticas, pueden beneficiarse de un Centro de Transferencia “rural” con una mínima infraestructura, que no busca procesar el material recuperable con el fin de procesarlo y comercializarlo directamente, sino de consolidarlo parcialmente y de redireccionarlo hacia otros participantes en la cadena de valor. Ejemplos de otros actores incluyen centros de acopio regionales e iniciativas de compostaje a nivel local. También, debe de incorporar un elemento para la consolidación de la basura tradicional con el fin de minimizar el número de viajes por semana hacia un relleno sanitario lejano. De esta manera, el gobierno local podría invertir sus recursos limitados en recolecciones constantes- en vez de campañas puntuales- y lograr sus dos metas principales: 1) a nivel social, brindar un servicio integral adecuado a toda su población; y 2) a nivel ambiental, disminuir la cantidad de material transportada y entregada al relleno sanitario. En paralelo, los aliados del sector privado pueden dirigir sus capitales hacia la transformación de los residuos y la inserción de los productos en el mercado.Actualmente, Monteverde cuenta con un piloto de la Planta de Tratamientos Productivos para transformar aproximadamente 120 toneladas/año de residuos orgánicos, y un Centro de Acopio con 2 funcionarios, 1 camión y varios equipos especializados para la consolidación de reciclaje. El futuro Parque Tecnológico Ambiental de Monteverde busca integrar el Centro de Transferencia rural, una Planta de Tratamiento de Aguas Residuales y la Planta de Tratamientos Productivos.Las siguientes acciones están pendientes para avanzar el Centro de Transferencia Rural durante los próximos dos años. 1. Perfilar y comparar las distintas alternativas disponibles para mejorar, ampliar o incluir los servicios de recolección y tratamiento de las tres categorías principales de residuos sólidos (orgánico, reciclaje y no recuperable) con el fin de optimizar la combinación de estrategias por desarrollar durante un plazo de 15 años. (6 meses)2. When using the inventory data for aggregation, comparison and trend analysis, please note that the inventory data is based on non-verified self-reported city inputs. The reported inventory may not include all emission sources within the city boundary.
Please note that this dataset may contain data from cities or, in some instances, groups of cities at different administrative levels. This includes metropolitan areas, combined authorities, and 5 American regional councils, which are: Chicago Metropolitan Mayors Caucus; Denver Regional Council of Governments; Metropolitan Council, Twin Cities; Metropolitan Washington Council of Governments; and Mid-America Regional Council.
