En el caso del componente de adaptación, la identificación de objetivos, medidas y metas se basa en un diagnóstico actualizado, con prospectiva de largo plazo, sobre los riesgos y vulnerabilidades climáticas de la Ciudad, incluyendo su población y medios de vida, los ecosistemas y la infaestructura estratégica. La ELAC y el PACCM, como instrumentos de planeación de la política climática a mediano y largo plazo, cuentan con ocho ejes estratégicos de acción, donde se identifican líneas de acción y medidas de mitigación y adaptación en la Cuidad de México con metas a 2024, 2030 y 2050. Los ejes son los siguientes: 1) impulsar la movilidad sustentable; 2) fomentar la transición energética limpia; 3) promover la gestión integral de residuos; 4) promover la resiliencia hídrica; 5) impulsar la adaptación basada en ecosistemas, planificar el desarrollo urbano verde y proteger el patrimonio biocultural; 6) fortalecer la capacidad adaptativa y resiliencia de la Ciudad y sus comunidades; 7) mejorar la calidad del aire mediante la acción climática y 8) promover acción climática colectiva por medio de la cultura climática.
