El relevamiento se realizó en todas las localidades del país con más de 10.000 habitantes permitiendo definir el perímetro de cada uno de las barrios populares y categorizarlos en tres grados de vulnerabilidad: altamente precario, levemente precario y precario. Los datos fueron actualizados en 2019. Esta herramienta tiene algunas limitaciones. Además de la falta de acceso a los datos para las localidades de menos de 10.000 habitantes, la irregularidad dominial, el déficit en el acceso a los servicios básicos y la precariedad habitacional no son atributos exclusivos de villas, asentamientos y barrios populares informales. Por lo tanto, el relevamiento abarca solamente las áreas con asentamientos informales limitado a la definición operativa, reconociendo que existen barrios y otros sectores que por sus características de precariedad y falta de acceso a infraestructura, pueden también ser considerados como vulnerables o muy vulnerables y necesitan la ejecución de políticas públicas en el corto plazo.
