11485558485Abington TownshipUnited States of AmericaNorth America3. Adaptation3.6Please explain how your city is evaluating inclusion and equity in the design, implementation or monitoring of the city's climate actions (equity assessments).2Further information1ResponseThe Township passed a resolution in July 2021 (link at https://drive.google.com/file/d/1dPlUAXCalGBtw_V1AOzBnYBTWPGmIj6w/view?usp=sharing) calling for:WHEREAS: Abington Township is committed to being a community characterized by equity, health, safety, livability, prosperity, educational results and artistic expression, by actively embracing inclusion, diversity and innovative ways to involve all stakeholders through economic, environmental and social advisory entities;WHEREAS: Abington Township recognizes that it has a responsibility to future generations and to the most vulnerable and overburdened by climate change, by taking an active stand to reduce GHG emissions within or consumed by the community;WHEREAS: White America’s Inconvenient Truth is Black America’s Incontrovertible Pain, as evidenced in the disproportionately more harmful impact of climate change on Black communities and their far less ability to invest in renewable energy due to the added costs of living in older, more costly and less energy efficient housing stock that is exacerbated by a profoundly lower degree of homeownership and the additional inequities for investment and attracting needed capital for renewables and energy efficiency infrastructure, all demonstrating the need to focus on those most vulnerable to injustices through actions and partnerships for equity, prosperity, and resilience;as well as •All Abington Township stakeholders will have the opportunity and be encouraged to participate in the climate action planning and implementation process in a transparent, inclusionary, and equitable fashion to ensure broader and more informed voices in these decisions to promote economic, environmental and social justice, inclusion, and equity for all by 1. effectively building capacity for populations most affected by inequities; 2. dismantling systems, policies and practices that perpetuate structural racism and inequality in our community; and 3. producing measurable outcomes to make Abington a more just and equitable place to live, work, build, study, pray, play, or visit so that all people have a genuine opportunity to achieve their full potential in a healthy environment;Climate Collaborative Resolution SIGNED.pdf

DVRPC works to promote regional cooperation in a 9-county, bi-state region. The region includes Bucks, Chester, Delaware, Montgomery (the county where Abington Township is located and the third largest Pennsylvania county), and Philadelphia counties in Pennsylvania; and Burlington, Camden, Gloucester, and Mercer counties in New Jersey. DVRPC facilitates city, county and state representatives of this region to address key concerns such as transportation, land use, environmental protection and economic development. DVRPC conducts a regional Energy Use and Greenhouse Gas Emissions Inventory on a 5-year interval. A detailed guide outlining the methods and data sources used for DVRPC’s 2010 Energy Use and Greenhouse Gas Emissions in Greater Philadelphia, may be viewed at https://www.dvrpc.org/EnergyClimate/pdf/2010_Energy_Use_and_Greenhouse_Gas_Emissions_in_Greater_Philadelphia-Methods_and_Sources.pdf. 11490058485Abington TownshipUnited States of AmericaNorth America4. City-wide Emissions4.3Please give the name of the primary protocol, standard, or methodology you have used to calculate your city’s city-wide GHG emissions.2Comment1Emissions methodologyThis is the first time that Abington Township is disclosing its 2018 inventory to CDP Cities which was undertaken beginning in September 2020 and completed during July 2021. In August 2020, Abington Township was selected by the Pennsylvania Department of Environmental Protection (PA DEP) as one of 21 jurisdictions for it's Local Climate Action Program (LCAP) (see https://www.dep.pa.gov/Citizens/climate/Pages/Local-Climate-Action.aspx ). The PA DEP contracted with ICLEI USA to provide technical assistance for the Township to create the 2018 inventory using ICLEI ClearPath software and to draft a Climate Action Plan. The 2018 inventory was undertaken during the fall of 2020 and completed during the summer of 2021. The 2018 inventory follows the GPC protocol. Previously, through the Delaware Valley Regional Planning Commission (DVRPC), the designated Metropolitan Planning Organization (MPO) for the Greater Philadelphia Region, the Township relied on DVRPC for its 2005, 2010, and 2015 inventories which have been annually reported to CDP by Abington Township since 2016. DVRPC conducts regional Energy Use and Greenhouse Gas Emissions Inventories on a 5-year interval using its own methodology. A detailed guide outlining the methods and data sources used for DVRPC’s 2015 Energy Use and Greenhouse Gas Emissions in Greater Philadelphia, may be viewed at https://www.dvrpc.org/Reports/TM18023.pdf. Abington Township's previous inventories may be found at 1. The 2005 DVRPC baseline inventory DVRPC at http://www.dvrpc.org/reports/09038A.pdf (Abington's results may be found on line 1 of page 66 or A-13 of this document under the Table "Montgomery County, PA – 2005 Greenhouse Gas Emissions Allocated to Municipality (MTCO2E)"; 2.
