It covers an area of 118,9 km2 and has a total population of 63,027 (Q4, 2020). Notice that the latest CO2 inventory is based on data from 2019, where the population counted 62,709.The municipality of Elsinore is located on the coast of Oresund, a narrow strait separating Denmark and Sweden by 4 km. The historic city of Elsinore is well-known for its castle of Kronborg, the old city centre and the harbour with a ship building tradition going back hundreds of years. Just across Oresund in Sweden and linked together by continuous ferry connection lies Elsinore’s sister city Helsingborg. In the municipality the main towns besides Elsinore are Hornbæk and Espergaerde in addition a number of smaller villages mainly along the coast. The coastline is 30 km long and inland from the coast the municipality is rich in forests, lakes and open areas.The past 800 years Elsinore has developed from a small fishing village and up through its prospering heyday in the 16th and 17th century from Sound Dues levied on shipping, over industrialisation to the world-class modern culture town that Elsinore is recognized as today.In the 14th century Elsinore was the second largest town in Denmark. The medieval city centre of Elsinore is well preserved with beautiful red brick houses and churches.The Renaissance Kronborg Castle, famous for its setting of Hamlets Shakespeare, is UNESCO World Heritage. An important part of the Danish National Park, “The Royal North Zealand”, is situated within the municipality. Besides tourism and culture, commerce and crafts are important professions. The municipality is the biggest employer with ~5500 employees. Besides schools, child-care, libraries etc., it also runs the local energy, water and wastewater company.The total budget is ~4,5 billion DKK/year. The unemployment rate is 4,4% (1.3.21), which is slightly below the national level. Note that the rate is affected by COVID-19 lockdown.In June 2019, the City Council approved “Vision 2030” for the municipality. The vision is “to be a sustainable municipality, creating the best possible conditions for the type of existence we wish to sustain… together”. Furthermore, the vision has five strategic focus areas, whereof one is “we enhance our nature, make sustainable choices, and act in a climate friendly way”.For more than 10 years, climate actions in Elsinore have been sustained by goals set and agreements made as a general approach. The first Climate Plan was adopted by the City Council in 2009, which set ambitious goals and indicators. In December 2019, the City Council approved a new Plan for Climate and Sustainability 2020-2030 (PCS 2030), which requires speeding up the level of activities especially regarding reducing greenhouse gas emissions. Climate, environmental and sustainability perspective - Key strengths:- VISION 2030 for a sustainable municipality (approved in 2019)- PCS 2030 (2019) aligned with the Paris Agreement (2020).- Forest and open areas- Sustainable water and wastewater management- Initiatives that support climate and energy renovation in homes, including collaboration with local craftsmen- Political consensus on strategies and plans for climate, water, biking, charging infrastructure, biodiversity and construction- Relatively clean electricity and heating (district heating based on biomass, wind power)- Efficient partnerships and sparring networks, long term commitments, e.g. through covenant of MayorsKey challenges:- Energy renovation of buildings, especially the historical- Making tourism sustainable- Waste management, recycling and sorting- Number of commuters travelling out of the municipality- Biodiversity is declining, also in Oresund- Traffic based on fossil fuels is increasing- Creating awareness and actions to combat climate change- The need for coastal protection from extreme weather
