The main goal is to reduce CO2 emissions to meet 1.7 tons/per person/per year by 2030 and to be CO2 neutral in 2045, which is supported by 11 sub goals that are considered necessary in order to reach the main goal.

Governance and Data Management | 1.0 | Please detail sustainability goals and targets (e.g. GHG reductions) that are incorporated into your city’s master plan and describe how these are addressed in the table below. | 2 | Description | 2 | The Plan for Climate and Sustainability 2020-2030 sets a target regarding climate adaptation and biodiversity: The goal is to be well prepared for the effects of climate change by incorporating climate adaptation into municipal planning.Climate adaptation is essential to ensure that nutrient-rich surface water is handled locally, so that we avoid floods of nature, basements, roads, etc.The coast is at risk of being eroded by water levels, which will affect the environment both on land and in the water, especially the coastal settlements. The wet winters and dry summers can lead to floods and draughts, respectively, which can emit CO2 and methane, thus leading to further global warming. An Climate Adaptation Plan for Helsingør Municipality was drawn up in 2014 and is since 2019 included in the Municipal Plan. Targets include:- Integration of climate considerations into municipal planning at all levels, for instance.- Damages due to cloudbursts are prevented and reduced, for instance by separating rainwater run-off and wastewater, and by retention of the water in rural areas to avoid flooding of urban areas.- Rainwater are managed locally and with emphasis on solutions implying added values by enhancing the quality of nature, public open spaces, and recreational areas, for instance green climate streets.- Climate adaption and energy saving initiatives are involving local citizens, associations, and businesses, so they are able to contribute actively.- Municipal buildings are climate-proof and energy-efficient.- Damages due to coastal erosion and sea level rise are prevented and reduced by climate proofing coastal buildings and coastal facilities.

Conversion of oil and gas boilers to district heating or renewable energy: That 90% of the total housing stock is heated with fossil-free heat sources in 2030.3. That a strategic plan for solar cell development on roofs and undeveloped land is approved by the municipality.

The guidelines specify the focus areas atadministration and operation under the Water Supply Act. They should only be waived when there are concrete factsconsiderations (Nature & Environmental Appeals Board, 2014).Objective 1: The water supply is based on sustainable extraction of good quality groundwater and production of good drinking waterObjective 2: The supply of drinking water is stable and robust both during normal operation and in emergency situations

The Municipality of Elsinore (unlike the other four municipalities) has its own supply company in the waste area, Forsyning Helsingør, which also runs the recycling site in Elsinore Municipality (in Skibstrup). In Elsinore Municipality a new collection and sorting scheme is initiated (2020), in which citizens must sort plastic, metal, paper & cardboard, food waste and residual waste. Elsinore’s medieval town requires special solutions due to narrow streets and lack of space at private property. The action is expected fully implemented by 2022.

Governance and Data Management | 1.0 | Please detail sustainability goals and targets (e.g. GHG reductions) that are incorporated into your city’s master plan and describe how these are addressed in the table below. | 2 | Description | 8 | In June 2019, the City Council approved a new “Vision 2030” for the municipality. The vision is “to be a sustainable municipality, creating the best possible conditions for the type of existence we wish to sustain… together”. Furthermore, the Vision focuses on “enhancing our nature, making sustainable choices, and acting in a climate friendly way” and jointly “climate proofing our cities and coasts”. The Plan for Plan for Climate and Sustainability 2020-2030 supports the Vision 2030 and includes 11 sub-goals regarding energy savings, sustainable heating and transport, local renewable energy production, climate adaptation, biodiversity, waste management, climate education, procurement policy etc. To meet the climate goals the municipality has gathered forces with citizens and businesses, e.g. in the One Planet project where local companies are involved in climate planning (finalised ultimo 2020).The Climate and Sustainability Plan 2020-2030 also addresses the UN's Sustainable Development Goals. The Sustainable Development Goals work as an underlying principles on which the Municipal Plan builds upon. Hence, the Climate and Sustainability Plan specifically addresses a number of the goals. An annex to the plan includes a report based on C40’s ’Climate Action Planning Framework’. The annex ensures that the plan’s goals regarding both emissions reduction and climate adaption aligns with the goals in the Paris Agreement.A number of other plans supports the Municipality’s visions on climate, nature and sustainability, for instance the Biodiversity Plan 2019-2030, which is focusing on enhancing nature and biodiversity.

Governance and Data Management | 1.6 | Please provide information on the overall impact of COVID-19 on climate action in your city. | 2 | Comment | 1 | Response | During COVID-19 lockdown the amount of time spent in nature has increased among the Danish population, leading to a greater awareness of nature, and urban and semi urban green spaces. For instance, the local library has provided information about local hiking and jogging routes through their webpage. (https://helsbib.dk/nyheder/faglitteratur/motion-i-en-coronatid).A few activities were cancelled. More often the activities were postponed or adjusted to the circumstances (for instance online meetings instead of regular meetings):The climate action “changing to organic foods at nursing-homes” is postponed from 2021 (possibly to 2022), in order to ease pressure on municipal service operations.Due to the limits on indoor and outdoor gatherings, local events and workshops promoting climate and sustainability were cancelled, postponed or carried out as online meetings instead. Hence, communication and networking opportunities were reduced, especially communication targeting citizens and local businesses/organisations.For instance, “Prepare your Business for a Green Future” (carried out online instead) and “Workshop on Climate Info-Screens and Climate Education in Elementary Schools” (postponed). Furthermore, the local fair “Helsingør Messen”, where the municipality usually have a climate-stall, was cancelled. An increased amount of energy analyses of private homes were scheduled in 2020, but have been postponed until 2021 due to COVID-restrictions. Climate action planning activities were possible to carry out, since many employees were able to work remotely (home office) while the workplaces were closed.Energy renovations of buildings, improvement of bicycle infrastructure etc. were possible to carry out, since people working in construction were not comprised by restrictions.

Governance and Data Management | 1.7 | Please provide information specifically on the impact of the COVID-19 economic response on climate action in your city and synergies between COVID-19 recovery interventions and climate action. | 3 | Explanation | 1 | Response | The public transport operators are planning win-back actions, to regain users to public transportation. The City administration will contribute to promotion/communication activities, but it is still to be decided, whether it includes financial support or not.A new “GreenHousing”-project (grønbolig.nu) is initiated as a COVID-19 recovery intervention in collaboration with the local trade and industry. There is a demand for thinking forward and preparing the local trades and industries for the climate and sustainability agenda. This includes accelerating energy efficiency measures and conversion of heating sources in private homes, and providing information on how to relieve pressure on the sewer system by managing rainwater within the borders of the property to the benefit of the marine environment in the Øresund strait.
