The wet winters and dry summers can lead to floods and draughts, respectively, which can emit CO2 and methane, thus leading to further global warming.An Climate Adaptation Plan for Helsingør Municipality was drawn up in 2014 and is since 2019 included in the Municipal Plan. The vision is “to be a sustainable municipality, creating the best possible conditions for the type of existence we wish to sustain… together”. Furthermore, the Vision focuses on “enhancing our nature, making sustainable choices, and acting in a climate friendly way” and jointly “climate proofing our cities and coasts”. The Plan for Plan for Climate and Sustainability 2020-2030 supports the Vision 2030 and includes 11 sub-goals regarding energy savings, sustainable heating and transport, local renewable energy production, climate adaptation, biodiversity, waste management, climate education, procurement policy etc. To meet the climate goals the municipality has gathered forces with citizens and businesses, e.g. in the One Planet project where local companies are involved in climate planning (finalised ultimo 2020).The Climate and Sustainability Plan 2020-2030 also addresses the UN's Sustainable Development Goals. The Sustainable Development Goals work as an underlying principles on which the Municipal Plan builds upon. Hence, the Climate and Sustainability Plan specifically addresses a number of the goals.An annex to the plan includes a report based on C40’s ’Climate Action Planning Framework’. The annex ensures that the plan’s goals regarding both emissions reduction and climate adaption aligns with the goals in the Paris Agreement.A number of other plans supports the Municipality’s visions on climate, nature and sustainability, for instance the Biodiversity Plan 2019-2030, which is focusing on enhancing nature and biodiversity.

For instance, the local library has provided information about local hiking and jogging routes through their webpage. (https://helsbib.dk/nyheder/faglitteratur/motion-i-en-coronatid).A few activities were cancelled. More often the activities were postponed or adjusted to the circumstances (for instance online meetings instead of regular meetings):The climate action “changing to organic foods at nursing-homes” is postponed from 2021 (possibly to 2022), in order to ease pressure on municipal service operations.Due to the limits on indoor and outdoor gatherings, local events and workshops promoting climate and sustainability were cancelled, postponed or carried out as online meetings instead. Hence, communication and networking opportunities were reduced, especially communication targeting citizens and local businesses/organisations.For instance, “Prepare your Business for a Green Future” (carried out online instead) and “Workshop on Climate Info-Screens and Climate Education in Elementary Schools” (postponed). Furthermore, the local fair “Helsingør Messen”, where the municipality usually have a climate-stall, was cancelled. An increased amount of energy analyses of private homes were scheduled in 2020, but have been postponed until 2021 due to COVID-restrictions. Climate action planning activities were possible to carry out, since many employees were able to work remotely (home office) while the workplaces were closed.Energy renovations of buildings, improvement of bicycle infrastructure etc. were possible to carry out, since people working in construction were not comprised by restrictions.
