The municipal plan contains a large number of guidelines. The guidelines in the municipal plan constitute the daily administrative basis for the municipality when decisions are made in accordance with the legislation. In addition, the guidelines in the municipal plan ensure how to administer in specific situations as well as take care of different societal interests, and that the municipality is developed and protected in the same way.The Municipal Plan 2019 supports and is in line with Vision 2020 to become a sustainable municipality, which was adopted in June 2019.The North Coast Project: It started with a joint handshake in 2014:In 2014, the politicians in the three city councils in Halsnæs, Gribskov and Elsinore municipalities chose to take part in the formal collaboration on a joint coastal protection project, ‘The North Coast Future’.The further work towards permission for beach feeding:In early 2017, the three municipalities held the first briefing meetings for all citizens in addition to the ongoing briefing of the project's stakeholders such as environmental organizations and coastal groups.Later in 2017, an agreement was established with the consultancy NIRAS for advice on the overall pre-design. On this background, a detailed registration has been made, consisting of the condition of the existing coastal protection, bathymetry, topography and current sediments on the stretches etc. It is all part of a coastal technical project, which also forms the basis for the project to ensure sand on the North Coast.

The outline also shows who's responsible (the municipality in some cases, utility companies and private property owners in others), time frame and estimated price. The time frame in most cases is set as 'continuous', because in many cases it's cheaper to implement together with other needed renovation, e.g. raise the quay when it has to be renovated. Therefore, it is also complicated to give an percentage of target achieved so far.

Where this has not been possible, consumption and emissions are instead calculated based on key figures based on municipal or national average (Trier 2 and 3 level).The CO2 inventory includes sources within the municipal boundary that contribute to greenhouse gas emissions. The inventory is limited to activities that take place within the municipal boundary. The inventory focuses on all the sectors in Elsinore Municipality that contribute to greenhouse gas emissions.In collaboration with our consultant Rambøll, we prepare a new CO2 inventory for the municipality as a geographical area every two years. We now have inventories from the calendar year 2008, 2011, 2013, 2015, 2017 and 2019. The base year inventory is 2008, and results from all previous years appears in the recent inventory.
