This will result in a reduction of CO2-emissions.The project is linked to a continuous effort, the Elsinore model, in which citizens are informed about the opportunities and potentials of the energy renovation and encouraged through economic subsidies.The Elsinore model is a coherent effort in 4 steps, based on the AIDA model:A (Attention). We create attention by showing cases, where homeowners have saved energy, CO2 and money, through citizen meetings, and by lending them a thermographic detector free of charge.I (Interest). When we offer them an energy analysis, 80 % off the real price, they get interested.D (Demand). When they read the report and the recommendations, they want to do it: renovate! And then they will demand a local climate craftsman.A (Action). They improve the building envelope, change to better windows and doors, etc.So far (2018-2021): 446 houses, have been or will be, energy analysed. Using experience figures from 2018+2019 and estimation-values for 2020+2021 a reduction of approximately 354.000 kg/CO2 is achieved. The success-rate and reduction in CO2-values will likely increase based on the positives experiences that residents which have had an energy-analysis will affect the neighbours and create an energy-analysis boom. It is also a goal to convert all oil furnaces. The conversion of oil furnace, whether it is to switch to natural gas, district heating or heat pumps, will have a significant positive climate effect. The municipality’s 800-900 oil furnace are expected to be converted before 2035.Elsinore Municipality finances the majority, partly in form of consultancy fees, partly through own staff resources and for material and advertisements. Energy analysis of private houses has been financed by the municipality’s climate budget throughout the project period. Additional payment from private homeowners, who benefits directly through the project.Transition Consultants have conducted an analysis with the purpose of making a more targeted action towards local houseowners and companies based on the energy labels/energy performance certificate of the building. When a building is energy-labelled, it is inspected and measured by an energy consultant. On this basis, the energy consultant calculates the building’s energy consumption. The calculation is a measurement of the building’s quality in terms of energy usage vis-à-vis other buildings.The aim of this mitigation action is to reduce CO2 emissions and to make energy savings city-wide.

The public housing associations are informed about different initiatives and potentials to reduce energy consumption, this is delivered through dialog with individual housing associations and departments to ensure that initiatives with the largest effect is prioritised. The purpose of this project is to target the public housing where the potential to reduce emissions and benefit the environment via e.g. biodiversity are high.The climate package for public housing include two elements: a CO2-mapping of potential reduction in energy consumption and CO2-emissions and a gathering of several chosen initiatives with description on the possible profits for the residents and the daily operations, Elsinore Municipality’s climate goals, and an economic perspective on the initiative.A meeting with the housing associations was established to showcase an offer which included:1.Education and experience exchange for the personnel2.Energy analysis of housing departments with consulting included3.Homeparties – behaviour management regarding energy savings in apartments4.Establish a green course of action in cooperation with the department boards.Energitjenesten has presented local cases to showcase the influence of different initiatives that can be prepared for public housing departments:•Exchange from natural gas heating to district heating for a housing association with 122 tenancy’s and 9.700m2 in total. Saving of 185.000 kg CO2/year corresponding to a reduction of 68% on emissions with electricity consumption included.•Exchange from natural gas heating to heat pumps (air to water) for housing association with 122 tenancies and 9.700m2 in total. Saving of 135.000 kg CO2/year is obtained. This corresponds to a reduction of 49% on emissions with electricity consumption included.•Using heat pumps as supplement to electric heating for housing association with 34 tenancies and 2.900m2 in total. Saving of 17.500 kg CO2/year is obtained. This corresponds to a reduction of 27% on emissions with electricity consumption included.•Establishment of heat recovery ventilation system in housing association with 415 tenancies and in total 35.000m2. Saving of 23.200 kg CO2/year. This corresponds to a reduction of 7% on emissions.•Establishment of heat recovery ventilation system in housing association with 110 tenancies and in total 9.100m2. Saving of 2.750 kg CO2/year. This corresponds to a reduction of 3% on emissions.•Energy efficiency improvements in student dorm by changing outside lighting to LED and improving building envelopes. Saving of approx. 1000 kg CO2/year.•Establishment of solar photovoltaic systems supplemented with battery storage in housing association with 392 tenancies.Scenario 1: Establishment of 150 kWp solar photovoltaic system with flowbattery. Saving of 27.500 kg CO2/year.Scenario 2: Establishment of 500 kWp solar photovoltaic system with flowbattery. Saving of 91.500 kg CO2/year.•Establishment of individual solar photovoltaic systems for housing association with 38 tenancies and a total of 3.100m2. The individual tenancy will have 2 kWp. Saving of approx. 13.500 kg CO2/year. This corresponds to a reduction of 57% on emissions. •Research concerning establishment of charging stations for electric vehicles for housing association with 151 tenancies. A questionnaire was conducted. In an example with approximately 135 cars, where in a period of years, 25% will be electric vehicles a saving of 75.000 kg CO2/year will be obtained.•Better conditions to own an electric bike including storage and charging. It’s researched that 10% of driven kilometres in cars can be replaced by electric bike. If 415 tenancies will replace 10% of their driven kilometres with electric bikes a saving of approx. 56.000 kg CO2/year will be obtained.

As a result, Elsinore municipality is very liberal in terms of choosing the most energy effective heat source for its buildings, this will in turn promote more energy saving efforts.The project is linked to a continuous effort where the municipal buildings are continuously energy optimized to showcase Elsinore municipality as being climate leading.Total energy consumption of Elsinore municipality has from 2007-2019 been reduced by 29% and since 2007 Elsinore municipality has reduced its total number of CO2-emissions by 73% from 2007-2019 As reference, “Kulturhuset i Bølgen” has exchanged its natural gas heating source with geothermal heating which is a more climate friendly heat source. Even though it is costly to establish it has great impact on CO2 emissions in the long run. It is assessed that the change to geothermal heating in kulturhuset will result in a reduction of 13.5 tons CO2/year with a cost saving of approx. 30.000 DKK/year
