Particularmente, en las horas punta de calor, los sistemas de transporte no poseen suficiente climatización para reducir el impacto en los usuarios. Se observa una mayor temperatura en sectores con mayor cantidad de edificación de gran tamaño, explicada por la baja reflectividad de los materiales de construcción. Además, existe una mayor demanda eléctrica en los edificios para mantener una temperatura adecuada para el confort térmico. Por otro lado, aumenta la demanda hídrica, generando una mayor presión externa hacia dicho recurso. En el área del cerro San Cristóbal, se identifican zonas de mayores temperaturas, debido a la exposición de las laderas, conocida como solana cuando tiene incidencia directa de la radiación solar y que a su vez tiene consecuencias en la estructura de la vegetación. En este caso las laderas presentan escasa vegetación, además de existir intervenciones antropogénicas como los caminos, rutas, senderos y excavaciones, que tienen efectos negativos para el crecimiento de vegetación. Las olas de calor pueden afectar de mayor manera a grupos con enfermedades crónicas y a grupos marginados que no tienen acceso a sistemas de climatización para paliar las altas temperaturas.

Please also select the most relevant assets or services that are affected by the climate hazard and provide a description of the impact.12Please describe the impacts experienced so far, and how you expect the hazard to impact in the future2Existe un menor disponibilidad de agua tanto en cantidad y calidad del recurso hídrico, y por tanto se espera que en un futuro existan problemas en el suministro de agua potable para la ciudadanía durante periodos estivales . A esto se suma una demanda creciente debido al aumento de las temperaturas. Ademas, existe una movilidad de población desde las zonas rurales a los centros urbanos, esto se ve reflejado en un aumento en la densidad población de la comuna. El último período de sequía y que continúa registrándose es reconocido como la megasequía de Chile central, comenzando el año 2010 hasta la actualidad, hasta el año 2018 se registraba un déficit hídrico de 23% aproximado. Los impactos de esta amenaza se asocian a una fuerte reducción de la disponibilidad de agua y disminución progresiva de los niveles de aguas subterráneas, un deterioro de la vegetación en Chile central, incremento de las superficies afectadas por incendios forestales y la promulgación constante de Decretos de Escasez Hídrica por parte de la Dirección General de Aguas. Providencia se vería afectada en cuanto a la disminución de precipitaciones y el aumento de temperaturas, relacionándose esta última con la amenaza por islas de calor producidas en el área urbana de la comuna, mientras que la primera se relaciona con el incremento de erosión en las laderas del Cerro San Cristóbal, siendo un factor importante en la susceptibilidad de deslizamiento, ya que la permanencia de cobertura vegetal será perjudicada, requiriendo de riego constante para evitar la pérdida de áreas verdes durante épocas de sequía.

La primera ocurre por incapacidad técnica de la empresa encargada del suministro de agua potable de tratar las aguas generadas por las tormentas, las cuales debido al efecto de la intensidad de la lluvia, ingresan a la planta de tratamiento con un mayor número de sedimentos. Esto provoca como medida de contingencia el cierre de las compuertas, generando un corte del suministro de agua a nivel de ciudad. A pesar de ser un fenómeno que ocurre fuera de los limites jurisdiccionales de Providencia este corresponde a un impacto significativo en la vida cotidiana de los ciudadanos de la comuna. La segunda ocurre principalmente por situaciones generadas en las instalaciones públicas del sistema de suministro eléctrico, pudiendo afectar a baja escala o mas bien expresarse de manera comunal o de ciudad.Las tormentas afectan directamente a los sistemas de transporte, ya que al haber inconvenientes en los suministros de energía, las instalaciones de alumbrado público y señaléticas no funcionan, esto sumado a los problemas ocasionados por el colapso en los sistemas de alcantarillado que obligan a los conductores a conducir a menor velocidad . Esto se ve reflejado en congestión en la red vial y congestión en los servicios de transporte público. Esto afecta indirectamente el desplazamiento de las personas a sus trabajos, sobre todo a los trabajadores independientes.

En Santiago se ha registrado este evento en los años 1965, 1972 y 2007, 2017,2019. A pesar de ser un evento poco frecuente, este tiene incidencia directa en el orden público ya que una vez ocurrido este evento, ocurren situaciones de desganche de ramas de los árboles presentes en la ciudad provocando daños tanto a la propiedad privada como pública. Ademas se expresan en aumentos de la demanda del suministro energético destinados a calefacción.

Además de la exposición a bajas temperaturas, puede causar afecciones graves en el sistema respiratorio de las personas, especialmente aquellas con enfermedades crónicas asociadas al sistema respiratorio, puesto que en conjunción con la condición de poca ventilación que presenta la cuenca donde se encuentra inserta Providencia, genera la concentración de gases nocivos para la salud humana y medioambiental, especialmente por material particulado 2.5 y 10.

Esto, radica principalmente en que dicho compuesto molecular propicia un mayor aumento de la temperatura en la atmósfera y por consiguiente un escenario de menor ventilación de los gases de efecto invernadero (GEI). Al existir menos ventilación, la calidad del aire disminuye drásticamente y trae consigo enfermedades de índole respiratoria, al mismo tiempo que genera la precipitación de gases tóxicos cuando se presentan las primeras lluvias de invierno, contaminando el suelo y cursos de agua que posteriormente son utilizados para diversas actividades de subsistencia humana, y en paralelo afectando de manera directa a las funciones y servicios ecosistémicos provistos por el medio natural presente en la comuna. Del mismo modo, el ejercicio humano de transporte, agrava de manera sustancial la calidad del aire, ya que existe un componente cultural asociado a la preferencia del uso particular de vehículos por sobre el transporte público. En entendimiento del contexto presentado, se generan restricciones vehiculares de índole privada para disminuir las emisiones de dicho componente atmosférico.

Con los antecedentes expuestos, se generan restricciones vehiculares, así como campañas públicas principalmente destinadas a niños de sala cuna y jardín, y adultos mayores en condición de riesgo. Se espera una manejo y control de la contingencia, sin embargo las condiciones medioambientales producto de la influencia antropogénica se encuentran exponencialmente avanzando hacia un escenario desfavorable. Con la crisis sanitaria del coronavirus se ha demostrado la poca cobertura de las redes de salud, que suelen verse colapsados en su capacidad de atención durante los periodos de invierno. Estas limitaciones para la prestación de servicios de salud abarca desde el nivel de infraestructura y equipamiento hasta la cantidad de personal capacitado disponible para la atención de pacientes.

El mayor desafío corresponde con contar con infraestructura que permita absorber el impacto generado por eventos climáticos extremos disminuyendo de esta manera la vulnerabilidad de la población.

Por ende, se busca abordar soluciones a los problemas que se presenten través de quienes la habitan y hacen uso de sus servicios día a día. Además, se implementaron metodologías participativas de Adapt Chile para funcionarios y gente de la comuna para identificar riesgos por el cambio climático.

Esto significa una dificultad al momento de la adaptación, pues al existir un mayor volumen de personas y flujo de bienes y/o servicios, es más dificultoso generar algún control sobre los procesos que le subyacen y por consiguiente la aplicación de cualquier medida de adaptación o mitigación sugerida/impuesta por la gobierno local.

Afortunadamente, se cuenta con una buena gestión de residuos domiciliarios tanto para reciclaje como para orgánicos. Además, se mantienen las áreas verdes para que la gente tenga más cercanía con éstas y varios sectores comerciales para que la movilización de un lugar a otro sea más reducida, y así también, las emisiones de dióxido de carbono. Sin embargo, la creciente edificación del lugar conlleva mayor densidad poblacional en un espacio más reducido, por lo que se tiene que hacer más énfasis en el plano regulador urbano para prevenir un futuro colapso.
