Lo anterior se realizó para desarrollar una política energética para la comuna que fije metas y plazos, y que entregue un marco de referencia a las acciones y proyectos que se relacionan con la energía.Esto contempló talleres participativos abiertos y consultas en línea, además se realizaron más de 50 reuniones con actores claves. El desarrollo fue acompañado por el Ministerio de Energía y un consejo consultivo constituido por académicos, con el objetivo de apoyar el desarrollo desde una mirada experta en temáticas de energía.

Esto a raíz de los impactos que ha tenido el cambio climático en diferentes partes del planeta y en nuestras ciudades. Este demuestra el compromiso del municipio de Providencia para generar acciones concretas en materia del clima y tiene como lineamientos principales la gestión integral de residuos, la movilidad sustentable, la educación ambiental, biodiversidad y gestión de áreas verdes, eficiencia energética e hídrica y agricultura urbana.

Se levanta un diagnóstico incluyendo el consumo energético de la comuna, considerando como fuentes de energía la electricidad de red, el gas natural y el gas licuado. Si bien no se consideró el consumo energético asociado al transporte, debido a la complejidad de calcular su demanda con exactitud, si se lo considera en el plan de acción con el objetivo de disminuir su impacto medioambiental. Adicionalmente, se calcularon los potenciales de eficiencia, energética, y generación a partir de las energías renovables solar y biomasa. Estos tres potenciales combinados, serían suficientes para reducir en un 62% del consumo eléctrico del 2014. Luego se definen tres metas para el año 2030, primero reducir en un 50% las emisiones de CO2 comunal por unidad de PIB. Segundo, incluir, en las decisiones energéticas la participación de los actores involucrados y por último contar con un 100% de ciudadanos sensibilizados en temáticas energéticas. Por último para alcanzar dichas metas se propone un plan de acción ordenado en los ejes de: 1. Energía limpia, 2. Gestión y cultura energética, 3. Ciudadanía y pobreza energética y 4.Educación e innovación.

Sin embargo, no existe detalle respecto a las funciones y servicios ecosistémicos que proveen las distintas estructuras de flora nativa de la comuna. Se requiere de mayores estudios asociados a los cobeneficios de la biodiversidad en los programas ornamentales y de espacio público, como por ejemplo la incorporación de especies arbóreas y arbustivas de índole nativa, entregando una mejor regulación del ciclo de nutrientes presente en el sustrato, mayor absorción de carbono atmosférica, regulación del ciclo del agua y por consiguiente una disminución de la erosión hídrica.
