Roadways, bike paths, and parking lots are composed of materials, such as asphalt,which can be affected by prolonged periods of extreme heat.Electrical equipment is usually designed to operate optimally within a specified temperature range and extremeheat days may affect performance and shorten the lifespan of electrical equipment. Traffic signal control cabinetsare therefore sensitive to extreme temperatures and control cabinets for transportation infrastructure areincreasingly fitted with air conditioning units.In addition to being dependent on an uninterrupted power supply, which can be affected by an overwhelmedpower grid during extreme high temperatures, electric vehicle charging station infrastructure is highly sensitive toextreme heat conditions. Extreme heat days result in slower battery charging speeds, an increase in energyrequired to keep the battery cool during the charging process, and a decrease in long-term ability of the batteryto hold a charge over the battery lifespan (SMAQMD 2020). Further, electrical outages may impact pumping atgas stations.2.2 Energy InfrastructureEnergy assets include power substations, electric transmission lines and natural gas transmission lines. PG&Eowns and operates the energy infrastructure in Davis, however it is important for the City understand thepotential climate impacts on critical energy assets which service city residents, emergency services, andbusinesses. The PG&E Climate Resilience report describes in detail impacts to energy assets and resiliencemeasures identified to respond to emergencies and adapt to climate change (PG&E 2016). 2.2.1 Extreme HeatElevated temperatures can increase electricity demand during heat waves, which may reduce the ability totransmit power and may overwhelm the electrical grid, causing power outages (PG&E 2016). Because all energyassets are dependent on an uninterrupted power supply, they have a high sensitivity to extreme heat days.Extreme heat can also affect the long-term performance and overall lifespan of exposed electrical equipment,such as control panels, which are designed to operate within a specified temperature range for optimalperformance.

Please also select the most relevant assets or services that are affected by the climate hazard and provide a description of the impact.12Please describe the impacts experienced so far, and how you expect the hazard to impact in the future32.1.4 DroughtAlthough transportation infrastructure generally has a low sensitivity to drought conditions, extreme droughts canaffect the expansiveness of soil material underlying transportation infrastructure, causing localized sinking.These minor changes in soil conditions can crack or warp pavement over time, especially when combined with extreme heat days. During long-term drought conditions when water supplies are depleted, subsidence canoccur as more groundwater is removed. This can create sinkholes, which may affect the integrity of sometransportation networks such as road and railways.Parks have medium sensitivity to drought since they are comprised of non-native turf that requires managementand irrigation, and vegetation may be impacted by drought, but parks are likely to remain operational. The use ofadditional irrigation and/or replanting (where possible) to more heat and drought tolerant plants may reduce theimpact of drought. However, the use of irrigation may not be preferred as water restrictions may be in placeduring a drought. Parks may experience loss of some species that are not able to tolerate drought, unless theyare irrigated. Extreme droughts may affect the expansiveness of soil material underlying park features, causinglocalized sinking. These minor changes in soil conditions can crack or warp pavement over time, especiallywhen combined with extreme heat days which may increase maintenance cost. Farmland may be sensitive todrought and may impact crop choice and irrigation regimes.Natural and semi natural open space has a low sensitivity to drought, as many native species are droughtadapted. However, prolonged drought conditions could impact vegetation and habitat loss, especially with the urban forest.
