Prepare Transition Plan Produce a report and editable spreadsheets that outlines the transition plan through 2030 for light-duty vehicles that includes an estimated budget by year for vehicles and infrastructure, including potentials for incentives, grants, and cost-recovery models.

We envision that a regional program (perhaps focusing on Yolo County) of this type can be developed as a model for other Central Valley and state-wide regions. The program can identify offset opportunities for new and retrofit development projects, for voluntary offset contributions by community members, such as for offsetting air miles, or other actions. The City seeks to demonstrate innovation, creativity and leadership by establishing linkages between carbon pricing, mitigation of GHG emissions in new development, and overcoming barriers to achieving significant emissions reductions in existing buildings. Thus, a new local GHG offset program and updated GHG thresholds of significance will be developed and integrated with the 2020-2040 CAAP Update process.The program will use GHG pricing signals established by the State and will help to keep GHG offset projects and associated funding within the community. The GHG offset program will leverage demand for offsets generated by new development projects, pursuant to the updated “no net increase” policy and associated GHG thresholds. Development of local offsets will include upgrading existing buildings to increase energy efficiency, as well as other offset opportunities in other emissions sectors, including transportation, waste and water. Project components will include:•Conduct a review of voluntary, locally-based GHG emissions offset programs and/or mitigation funds that exist both within California and elsewhere, and identify best practices that should be included in the City’s program.•Develop program goals, objectives, and a program development plan that identifies the core program components that will be required to successfully design and implement a local offset program. Develop a robust CAAP monitoring and reporting process that is integrated with the local GHG offsets program and updated GHG thresholds, such that the City can track progress and maintain a course toward achieving its 2030 and 2050 goals.oThis may include (but is not limited to) any necessary technical studies, legal requirements, nexus studies, administrative procedures, funding needs, and other program development considerations. oDevelop a robust CAAP monitoring and reporting process that is integrated with the local GHG offsets program and updated GHG thresholds, such that the City can track progress and maintain a course toward achieving its 2030 and 2040 goals.oEngage the community throughout the CAAP Update process in an inclusive and constructive manner.oBuild on Davis’s track record as an early adopter and innovator to create a climate action and adaptation plan that is integrated with a local GHG offset program and updated GHG thresholds, in a manner that is replicable and can serve as a model for other communities in California.•Prepare a Draft and Final Report that summarizes the goals, objectives, and program implementation plan for the offset program.•Conduct technical studies and other activities necessary to develop and establish the local offset program.•Implement the program on a pilot basis for two years.•The City will connect with other local governments (both in the Sacramento region and statewide) to share the innovative components and interrelationships of the updated CAAP, GHG thresholds, and local GHG offset program. oKey outreach and knowledge-sharing opportunities could include attending and presenting the tools, model CAAP policies and programs, and lessons learned at regional or statewide collaborative meetings or conferences, such as the Yolo County Climate Change Compact, Capital Region Climate Readiness Collaborative, California Climate Action Planning Conference, and the California Climate Change Symposium.
