This environmental engagement is a major component of the E-Code implementation. The first phase of its enforcement is applied to City institutions, followed by compliances from the private business enterprises, and the last phase was imposed to all of Batangas City barangays (communities). Acceptance and compliances by stakeholders have been difficult at first. A handful of values formation and disciplinary actions have been imposed to reach dominant compliances. A Task Force to monitor compliances was created by the City Mayor to ensure accordance, thereby decreasing solid waste problem since plastic wastes consisted almost 75% of the generated wastes in the City. This climate change adaptation engagement significantly raises the resiliency of the City to climate change impacts since clogging of waterways and polluting emissions are diminished.Batangas City Environment Code.pdf

Schools both public and private also established MRF as source of additional income for their schools and for the proper waste segregation. MRFs are already established in schools, and the others are under construction.
