The Santa Rosa Watershed Management Council is composed of the various stakeholders of the four (4) local government units that make up the Santa Rosa subwatershed namely the cities of Santa Rosa, Binan and Cabuyao and the Municipality of Silang in cavite. These four (4) local government units have entered into a Memorandum of Agreement for the preservation of the Santa Rosa subwatershed in 2014. Part of the activities of the council is to formulate strategic actions necessary to protect and preserve the watershed.

In order to support the program, the City Government of Santa Rosa had formulated its sewerage and septage management ordinance to mitigate water pollution as a result of untreated domestic wastewater. Based on official reports from the concerned national government agencies, water quality of the Santa Rosa river is primarily characterized by high coliform count which is attributable to unmanaged sewage and septage.

It is a rapid appraisal of a local government’s existing urban systems and how climate change can impact the functions and services provided of said systems. The process undergoes 5 phases, namely:Phase 1: Engagement including political support, governance structure, internal resources, initial scoping, stakeholder participation an climate scoping exercises.Phase 2: Climate Research and Impacts Assessment of critical urban systems which may be impacted by climate change by thorough review of its climate change data, climate change scenarios, identification of the LGU’s fragile urban systems and assessment of its capacity to respond to these climate impacts.Phase 3: Vulnerabilities Assessment through identification of perceived vulnerable areas and people in the LGU, their adaptive capacities and determination of data gaps for further research which may be required for a particular urban system.Phase 4: Resilience Strategy by developing Climate Resilience Strategies which responds to projected climate risks as they affect critical urban systems which can be achieved through stakeholder intervention and henceforth, gain political support in the conduct of effective and appropriate resilience strategies. Moreover, the process also utilize the collaborative outputs from other climate change projects undertaken by the local government of Santa Rosa in order to create a more holistic view of resilience such as CC projects including GHG emissions inventory report and framework plan (USAID CEnergy project); Green and Sustainable Planning in Three Philippine Cities (French Development Agency); Low carbon, climate-resilient for Integrated Climate Action for local governments in developing countries through (IGES Japan); and the pilot project on water quality management for the whole Silang-Santa Rosa Sub-watershed (IGES, UP Los Baños).

The exposure to flooding hazard make the Local Governments of Santa Rosa, Biñan and Cabuyao most vulnerable. Based on natural topography, the Cities of Santa Rosa, Biñan and Cabuyao are situated in the downstream area, while the Municipality of Silang is at the upstream location. Although the Municipality of Silang is not included within the Santa Rosa Sub-watershed, but its involvement is substantial due to the fact that the water outfall from this area that is brought about intense rainfall, directly impact the low-lying LGUs at the downstream portion in the form of flooding. Hence, the City of Santa Rosa advocates the watershed ecosystem based- approach because it entails climate-sensitive land use and is geared towards sustainability through harmonization of programs and plans of all the above-mentioned LGUs.
