| 125445 | 60007 | City of Santa Rosa | Philippines | Southeast Asia and Oceania | 4. City-wide Emissions | 4.2 | Please indicate the category that best describes the boundary of your city-wide GHG emissions inventory. | 3 | Explanation of boundary choice where the inventory boundary differs from the city boundary (include inventory boundary, GDP and population) | 1 | Please explain | The City of Santa Rosa used the geographic-plus inventory approach to ensure that all emissions caused by goods and services produced in the City (regardless of where they are consumed) are accounted for. This includes all Scope 1 emissions of the City such as fuel used in buildings, industries (production emission), transportation, wastewater management from residential and agricultural sources. In addition, some emissions occurring outside the geographic boundaries of the LGU were also included, if driven by (consumption) choices made within the LGU. These represent the ‘plus’ in the ‘geographic plus’ approach and, in the case of Santa Rosa consist of scope 2 emissions from purchased electricity and Scope 3 emissions from solid waste disposed outside the City boundaries.Only the GHG-intensive industrial processes based were selected for the inventory. This is because the inventory was completed primarily in accordance with the 2006 IPCC Guidelines for National GHG inventories. For the computation of Santa Rosa’s emissions from industrial process, the Tier 1 method was utilized for semiconductor/electronics manufacturing and for glass manufacturing, while for air-conditioning manufacturing, the methodology and default values were derived from the New Zealand Ministry of Environment, 2011 Guidance for Voluntary Greenhouse Gas Accounting. For agriculture, the activity data used are hectares of rice cultivation, livestock population, and volume of crop production. These were chosen because data was readily available or could be collected by the LGU in the timeframe provided for the inventory. | ||

| 125447 | 60007 | City of Santa Rosa | Philippines | Southeast Asia and Oceania | 4. City-wide Emissions | 4.3 | Please give the name of the primary protocol, standard, or methodology you have used to calculate your city’s city-wide GHG emissions. | 2 | Comment | 1 | Emissions methodology | The inventory was completed primarily in accordance with the guidance from the World Resources Institute’s (WRI) Greenhouse Gas Protocol, the current international standard for corporate greenhouse gas inventories , the 2006 IPCC Guidelines for National GHG inventories, and Tracking Greenhouse Gases: An Inventory Manual published by the Department of Environment and Natural Resources (DENR). Due to current limitations in data availability, the methodology is modeled after the ‘tier 1’ approach, which provides guidance on how to estimate GHG emissions using relatively aggregated input data on fuel usage, combined with default emission factors by fuel. The City does not have a power plant within its geographical boundaries and its electricity is solely sourced from the Manila Electric Company (MERALCO). Greenhouse gas emissions from electricity consumption are classified as indirect or Scope 2 emissions, if the power plants producing the electricity are physically located outside the geographic boundaries of an LGU. For transportation related emissions the methodology is modeled after IPCC’s ‘tier 1’ approach due to current limitations in data availability. GHG emissions are therefore estimated using relatively aggregated input data on fuel use, combined with default emission factors by fuel. Only road transportation emissions are included in the GHG inventory since there are no airports or harbors in the geographical boundary of the City of Santa Rosa. For solid wastes, it is based on the First Order Decay method. Such method recognizes the process by which CH4 and CO2 are formed in solid waste disposal sites, which is through slow decay throughout a few decades of degradable organic components in waste. For the doemstic wastewater, CH4 and N2O emissions were calculated. | ||
